SECTION 1. GENERAL INFORMATION
1.1 Mississippi Board of Education Program Purpose and Goals
The Mississippi Department of Education (MDE), Office of Special Education is seeking
competitive Request for Applications (RFA) from qualified Applicants for an Educator in
Residence (EIR) to provide services for the Mississippi Department of Education.
The Mississippi Department of Education (MDE), Office of Special Education is seeking
competitive Request for Applications (RFA) from qualified applicants for an Educator in
Residence (EIR), Grades K-8 State Systemic Improvement Plan (SSIP) Regional Literacy Content
and Technology Specialist. The Specialist will provide services for the Mississippi Department of
Education to implement the Literacy-Based Promotion Act and the SSIP. Most students with
disabilities in grades K-8 receive reading instruction in the general education classroom, thus,
making it vital that the special and general education teachers collaborate. Because of this, the
solicitation will serve both the general and special education population. The SSIP Regional
Literacy Content and Technology specialist will provide literacy strategies, coaching support, and
professional development to the SSIP literacy coaches and teachers, as well as technology
assistance to SSIP literacy coaches. This will ensure the students with disabilities receive reading
instruction of the grade level curriculum to meet the standards. Lastly, it will provide SSIP
literacy coaches, general and special education teachers the tools needed to engage and educate
all struggling readers.
The SSIP is a comprehensive, multi-year plan based on setting high expectations for students with
disabilities. It focuses on building the capacity of local districts to implement and scale up
evidence-based practices in reading with a focus on improving third-grade reading proficiency.
The Office of Special Education SSIP is aligned to the MDE strategic goals. Mirroring the MDE
strategic goals one (1) and four (4), the objective of the SSIP is to provide and ensure all students
are proficient and showing growth in all assessed areas and to ensure that every school has
effective teachers and leaders.
Scope of Work: State Systemic Improvement Plan (SSIP) Regional Literacy Content
and Technology Specialist (K-8)
work with the MDE, Office of Special Education staff to prioritize, schedule, organize, and
to provide technical assistance to teachers and administrators on evidence-based literacy
strategies such as the Science of Reading;
provide appropriate coaching and professional development services that address reading
deficiencies in schools to ensure that there is cohesive, sustained, intensive and classroom-
focused professional development and coaching that is rigorous, engaging, and aligned to
the Mississippi College and Career-Readiness Standards;
develop non-threatening, open, professional, and collaborative work relationships with
SSIP literacy coaches, district-level school personnel, school-based literacy coaches,
principals, and teachers;
develop and provide professional development throughout the State and in school
districts (e.g., Science of Reading, Co-teaching or High-Quality Instructional Materials)
documented experience developing PowerPoints centered around evidence-based
literacy instruction and supports for Students with Disabilities;
work with Microsoft Tools (e.g., Excel, Word, Google Forms, TEAMS, and PowerPoint)
as well as Technology Tools (e.g., FlipGrid, Kami, Kahoot, Padlet, Mentimeter,
Nearpod, etc.);

assist SSIP literacy coaches with the implementation of new and innovative resources to
improve literacy instruction for students with disabilities grades K-8;
provide technological assistance to SSIP literacy coaches;
travel extensively throughout the State providing professional development and/or
coaching support;
uphold the confidentiality of all students, school, district, and State-level data.
1.2 Position and Salary Offered
The Applicant must provide an application and all required documents in a sealed envelope
for the position described below.

The base salary is $65,000. Incremental raises will be provided every three years, based on
performance and funding availability. The district shall submit the appropriate salary scale
(as indicated by the attached budget forms) based on the years of experience of the applicant.
1.3 Eligibility Requirements/Criteria
This solicitation outlines the information required to submit a response to this RFA. Please be
aware that changes to previous requirements and/or eligibility solicited may have been made. The
individual selected for this position may be requested to provide transcripts and must meet
the requirements for Eligibility, the Application Review, and Selection Process as described
below.
1.4 Qualifications Required
Minimum Qualifications
Applicants must meet the minimum qualifications below in order for the application to
advance to the evaluation process.
Experience/Years
Minimum of five (5) years documented teaching experience in teaching reading.
At least three (3) years of experience in literacy coaching.
Minimum of three (3) years working with students with disabilities.
Minimum of five (5) years skilled experience using Microsoft Word, Excel, PowerPoint,
TEAMS.
Education/Years
Bachelor’s degree in Elementary, Secondary, or Special Education
License/Certification
Valid MS Educator Professional License
The Applicant must also provide sufficient detail to demonstrate significant experience and is
knowledgeable in working with programs similar to scope of this solicitation. The qualifications
