Presolicitation Notice W912DW25BA014 CE0975 Rewire Power and Data for Ranges 5 & 1 IAW with 36.213-2
(1) Describe the proposed work in sufficient detail to disclose the nature and volume of work (in terms of physical characteristics and estimated price range);
The Contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract specifications, thE Statement of Work, and identified drawings to provide a firm fixed price construction project to repair existing power and data cables to all existing targets on ranges 5 and 1 to accept the new Army FASIT (Future Army System Integrated Targets). This project will include modifications of existing target emplacements to provide a new data panel, load center and new power outlets for the targets and thermal blankets. Installations will be in accordance with the US Army Corps of Engineers Range Design Guide Design Requirements and Down Range Target Emplacements for Stationary Infantry Targets. The Range Design Guide (RDG) is a web-based tool that provides guidance for design and construction of US Army Training Ranges; based on the training requirements of TC 25-8.
The magnitude of construction for the anticipated contract is estimated to be between $1,500,000.00 and $4,500,000.00. This estimation includes the Base CLINs for Range 5, and Option CLINs for Range 1, if awarded.
(2) State the location of the work;
The work will be performed on Lewis Main- Joint Base Lewis McChord, Tacoma WA 98433.
(3) Include tentative dates for issuing invitations, opening bids, and completing contract performance;
Solicitation W912DW25BA014 is expected to be available on the Government Point of Entry, https://sam.gov , no later than July 28, 2025.
Pre-Solicitation Site visit(s) will be annotated on the solicitation.
The Period of Performance for the Base CLIN(s) (Range 5) and the Option CLIN(s) (Range 1), is expected to be 365 days from date of Notice to Proceed. Exact Period of Performance will be provided in the solicitation.
(4) State where plans will be available for inspection without charge;
All plans and attachment will be included with the solicitation. No charge.
(5) Specify a date by which requests for the invitation for bids should be submitted;
Solicitation closing date, and opening of bids, is expected to occur on Aug 19, 2025. Exact time/ date will be provided in the solicitation.
(6) State whether award is restricted to small businesses;
This solicitation will be a Small Business Total Set-Aside restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only bids from SDVOSB businesses will be considered.
(7)Specify any amount to be charged for solicitation documents;
