CITY OF ATTLEBORO REQUEST FOR PROPOSALS FOR THE REVALUATION OF REAL PROPERTY FOR FISCAL YEAR 2027 QUINQUENNIAL CERTIFICATION

The City of Attleboro, Massachusetts is undertaking a Reassessment & Revaluation Program of all Real Property Assessments within the corporate limits of the City of Attleboro pursuant to the General Laws of the Commonwealth of Massachusetts.  The Board of Assessors urges interested appraisal companies to review the specifications and submit proposals for providing a comprehensive program. The proposal must reflect a reassessment program utilizing mass appraisal practices to achieve full and fair cash value of all Residential, Commercial, Industrial, and Exempt properties for certification by the Commissioner of Revenue.

Special Requirements:
Proposal Submission Requirements: Proposals must be submitted as follows:
•        Two copies of the Technical Proposal:
o        One original hard copy
o        One PDF version on a labeled thumb drive
•        One original of the Price Proposal submitted on the Price Proposal Form
•        Packaging:
1.        Place the original and thumb drive in a sealed envelope labeled: “Technical Proposal for the Assessment & Revaluation of Real Property Valuations for the City of Attleboro.”
2.        Submit the Price Proposal in a separate sealed envelope labeled: “Price Proposal for providing services relating to the Assessment & Revaluation of Real and Personal Property Valuations for the City of Attleboro.”
3.        Both sealed envelopes (Technical Proposal and Price Proposal) may be placed together in a single outer envelope for submission.
Miscellaneous:
Questions regarding the enclosed specifications should be submitted in writing to Julie Hobson, City Assessor @ jhobson@cityofattleboro.us by November 3, 2025 by 3:00 p.m., and responses will be emailed to registered bidders and posted as addenda on the City’s website.
