Description: The City of McAllen is soliciting proposals for Retail Convenience Operations at the McAllen Central Bus Station.

Proposal Submittal Deadline: Proposals addressed to Mr. Isaac J. Tawil, City Manager, will be received until Thursday, June 25, 2026 at 3:00 p.m., Central Daylight Time (CDT) .  All proposals are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time. Original, hard copy, and/or late proposals shall not be accepted.

Pre-Submittal Conference: City of McAllen, City Hall, Conference Room 2A, 1300 Houston Ave., McAllen, TX 78501 on Thursday, June 11, 2026 at 3:00 p.m . CDT. Site Visit: A non-mandatory site visit is encouraged by potential submitting entities prior to submission of proposals.  Contact Mario Delgado, Transit Director, at mdelgado@mcallen.net to arrange a time for a site visit. Any representations made by the City during the site visit will not be binding on the City. All clarification requests and questions must be submitted through the City portal and the official responses drafted and distributed to all potential respondents that registered with the City.  All attendees shall adhere to the following:

To view this solicitation and submit a proposal, you must first register in the City’s bidding portal at https://mcallen.procureware.com . Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.

The City of McAllen reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities, or to accept the proposal considered the best value to the City, and to hold the proposals for a period of ninety (90) calendar days without taking action.
