LEGAL NOTICE
Electronic proposals will be received, through the www.bidexpress.com web service until 2:00 P.M. Local Time
on WEDNESDAY, APRIL 24, 2024, for furnishing all labor, materials and equipment necessary to complete the
project known as the 2024 405 RESURFACING PROJECT, in Various Townships, Portage County, and at said
time and place, publicly opened and read aloud. Sealed proposals may also be received, at the office of the
Portage County Director of Internal Services, Portage County Administration Building, 449 South Meridian Street,
Ravenna, Ohio 44266 until 2:00 P.M. Local Time on WEDNESDAY, APRIL 24, 2024, for furnishing all labor,
materials and equipment necessary to complete the project known as the 2024 405 RESURFACING PROJECT,
in Various Townships, Portage County, and at said time and place, publicly opened and read aloud. BIDDERS
ARE ONLY REQUIRED TO SUBMIT ONE PROPOSAL VIA ELECTRONIC SUBMISSION OR PAPER
SUBMISSION.
• Sheldon Road (CH 273 B-E) from State Route 82 to the Geauga County Line
• Winchell Road (CH 264 G) from Sheldon Road to Pope Road
ALTERNATES
• Winchell Road (CH 264 H) from Pope Road to Allyn Road
• Pope Road (CH 278 A) from Winchell Road to the Geauga County Line
Specifications and Bidding Forms can be obtained from the www.bidexpress.com web service. For Paper
Submissions, Specifications and Bidding Forms are on file at the Portage County Engineer's Office at 5000
Newton Falls Road, Ravenna, Ohio 44266. They may be purchased from the Portage County Engineer’s Office
at 5000 Newton Falls Road, Ravenna, Ohio 44266 at a non-refundable cost. Checks should be made payable
to The Portage County Engineer. Shipping charges are separate and are the responsibility of each bidder. No
responsibility is assumed by Portage County for documents received too late for filing a bid.
Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section
153.54 of the Ohio Revised Code. Bid security furnished in bond form, shall be issued by a surety company or
corporation licensed in the State of Ohio to provide said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons
interested therein. Each bidder must submit evidence of its experiences on projects of similar size and
complexity. The owner intends and requires that this project be completed no later than September 13, 2024.
Contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code
Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products,
materials, services and labor in the implementation of this project.
Bidders must comply with the prevailing wage rates on public improvements in Portage County and the Portage
County Engineer as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614)
644-2239.
The engineer’s estimate of cost for this improvement is:
Base Bid: $665,649.18
Alternate Bids: $158,929.00
The Portage County Commissioners reserve the right to waive irregularities and to reject any or all bids.
