RESURFACING OF COUNTY ROADS AND PARKING LOTS

INVITATION TO BID

Sealed bids will be received at the Office of the Westmoreland County Controller, 2 N. Main Street, Suite 111, Greensburg, Pennsylvania until 2:00 P.M., prevailing time, Tuesday, April 29, 2025, and will be opened, checked, and read aloud approximately one-fourth hour later in the Commissioners' Conference Room, for the RESURFACING OF COUNTY ROADS AND PARKING LOTS for the Westmoreland County Department of Public Works.

This project includes resurfacing of roads totaling 0.6 mile and 7 parking lots (22,020 SY), 2641 tons 9.5 mm asphalt, 1057 tons 19 mm asphalt, 200 tons of 25 mm asphalt, 5500 SY milling 2 inches, and 600 SY for base repair.

The selection will be based on the lowest Bid.

The minimum wage requirements as determined by the PA Dept of Labor & Industry shall apply to this project. PA DOT prequalification of bidders, including subcontractors for the proposed work is required on this project.  Bidders are required to provide Bid Security in the amount of 10% of the base bid.  Liquidated damages in the amount of $100 per day assessed if contract not completed on time. Non-collusion affidavit to be submitted with contract.

The County Commissioners reserve the right to reject any or all bids.

An original and one (1) copy of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation: BID – RESURFACING OF COUNTY ROADS AND PARKING LOTS
