BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY
RESTORATION & REHABILITATION OF THE MADISON MASONIC LODGE
REQUEST FOR QUALIFICATIONS
The Borough of Madison is seeking qualifications from General Contractors with experience in
historic preservation and restoration construction work. The project includes restoration and
repair work of the Madison Masonic Lodge located in the Borough of Madison. The property is
listed on the National and New Jersey Registers of Historic Places. The general contractor
should be familiar with the Secretary of Interior’s Standards for the Treatment of Historic
Properties (revised 1995, revised 2011). The project will be subject to review by the County of
Morris, the New Jersey Historic Trust and/or the State Historic Preservation Office. The scope of
work includes but is not limited to spot repair of masonry, wood repair, window restoration and
general site improvements. Interior restoration and renovation work includes new energy
efficient building mechanical and electrical systems as well as finish improvements. A second
story addition will be constructed over the rear one-story kitchen wing to provide a second
means of egress from the second floor and provide an accessible means of vertical transport in
the building. Additional accessibility improvements will be completed in this project.

Qualification statements shall be addressed to the Borough Clerk, Borough of Madison, Hartley
Dodge Memorial, 50 Kings Road, Madison, New Jersey 07940. Each Statement must be
enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the
designation “BOROUGH OF MADISON – RESTORATION & REHABILITATION OF THE
MADISON MASONIC LODGE – REQUEST FOR QUALIFICATIONS, TUESDAY, MARCH 3,
2026 AT 10:00AM. Any envelope that is received that is not properly marked causing it to be
opened prior to the bid will be invalidated. Submittals may be received before the hour
designated in this office, if they are mailed or hand delivered in person. The Borough of
Madison will not be responsible for any submittal that is sent by mail or other form of carrier
which is lost or which arrives after the bid date and time, Tuesday, March 3, 2026, 10:00AM.
Construction Proposals will only be accepted from bidders who have been properly qualified in
accordance with the requirements of this Request for Qualifications.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq and N.J.A.C.
17:27-1.1 et seq. The Contractor must ensure that employees and applicants for employment
are not discriminated against because of their race, creed, color, sex or national origin and to
the greatest extent possible, opportunities for training and employment shall be given to lower-
income residents of the project area and that, when possible, contracts shall be awarded to
business owners owned by area residents. Bids for proposals in excess of $100,000 must be
accompanied by a written Affirmative Action Plan.
