1. What does the data look like concerning the number of youth 12 and under outside of
Polk County referred to Juvenile Court that are placed on IAAs?
Q1 Answer: Youth referred to JCS age 12 and under

2. At anytime, would a contractor consider ESP serving youth that are moderate to high
that are formally involved in JCS?
Q2 Answer: No, formally involved youth will not be referred to the ESP program.
3. Can bidders train staff and provide what was once called VORPs to youth involved in
ESP?
Q3 Answer: JCS would expect that any victim offender meetings would be conducted
by an outside, independent mediator.
4. With expansion to surrounding counties- will there be one JCO that oversees the
program in each county to assure consistency in referral processes?
Q4 Answer: JCS will assign two staff that will be points of contact for the coordination
of the ESP services.
5. The cap amount that is listed of $300,000, is that per contract or total amount available
even with multiple vendors?
Q5 Answer: $300,000.00 is the total anticipated amount available to provide Early
Services Program (ESP) services annually.
6. Are you prioritizing a vendor that can service all extended counties, or will applications
be received even if the vendor is writing to a few specific counties?
Q6 Answer: JCS expects all proposals to include Dallas, Guthrie, Jasper, Madison,
Marion, Polk and Warren counties.
