Project Description: The City of Vineyard (“City”) is soliciting proposals from qualified firms to provide a comprehensive residential parking permit management and enforcement program for
designated neighborhoods within the City.
The selected vendor shall provide both:
1. A fully digital residential parking permit management platform; and
2. Parking enforcement services, including warning notices, vehicle immobilization (booting), and towing when authorized under City policy and applicable law.
The City’s objective is to maintain neighborhood parking availability, improve compliance with parking restrictions, and provide fair, transparent, and consistent enforcement while
avoiding predatory towing practices. The City seeks a vendor that emphasizes customer service, resident communication, technology-driven solutions, and progressive enforcement measures.
