The United States Government (USG) is seeking contractor services to refurbish and restore the kitchen in a U.S. Embassy-owned residence in Mexico City. The scope includes improving the original condition of finishes, drywalls, floor and wall tiles, sinks, countertops, lighting, outlets, and exhaust systems. This project is being solicited on behalf of the Embassy, in collaboration with the Department of State's Bureau of Overseas Buildings Operations (OBO). This effort will have an estimated value between $25,000 and $100,000 U.S. dollars, per FAR 36.204 (b).
The selected contractor will be fully responsible for performing all the necessary work including, but not limited to temporary partitions to isolate the renovation areas; removal of the existing kitchen cabinetry; replacement of drywall sheets, electrical, plumbing, masonry and finishing work; special disconnections of fixtures, appliances, and accessories are required to facilitate improvement. The refurbishment shall use only high-quality, first-class materials (all properly evaluated and approved by the project's Contracting Officer Representative (COR)).
All construction contractors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal:
- Be able to understand written and spoken English;
- Have an established business with a permanent address and telephone listing;
- Have the necessary personnel, equipment and financial resources available to perform the work;
- Have all licenses and permits required by local law;
- Meet all local insurance requirements;
- Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
- Have no adverse criminal record;
- Have no political or business affiliation which could be considered contrary to the interests of the United States;
- Have good experience and past performance records; and,
- Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.
All responsible sources may submit a proposal, which will be considered as long as it complies with the RFQ requirements.
The Government may award the contract based on the initial offer without discussion. The resultant contract will be a single award firm-fixed price contract.
Pursuant to FAR 4.1102(a) Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Failure to be registered at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, you are encouraged to complete the registration process and have an active account in sam.gov prior to proposal submission.
