Project Description: Request for Bid: Appliances/Installation for Milburn Apartments, LLC. Bids over $25,000 must apply prevailing wages to all labor costs and be prepared to document it appropriately.
Bid Due Date: 4:00 PM prevailing time on Wednesday, April 4, 2025. Sealed bids will be opened at this date and time on the PennBid website (https://pennbid.bonfirehub.com).
Time Frame: March 7,2025 -April 4, 2025
Payment terms: Net 45 days. Pricing is to be quoted as delivered pricing (Lancaster, PA). No additional charges of any kind, including but not limited to fuel surcharges, handling fees, etc. will be accepted

Instructions to bidder:
• Bidder shall submit all questions about the meaning or intent of the bidding documents via the “Messages/Vendor Discussions” feature in PennBid (https://pennbid.bonfirehub.com)
• Questions in regards to the bid shall be received no later than Thursday, March 27, 2025.
• Suppliers are bidding on supplying all the appliances, etc. listed on the Specifications document
• A Non-Collusion Affidavit is required to bid.
• A signed acknowledgement of the enclosed Exhibit A (applicable statute compliance) is required to bid.
Instructions for submitting bid: Bids shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) by the date and time indicated.
Use the bid form on PennBid to submit your bid. Failure to use the bid form will result in disqualification of your bid.
Milburn Apartments LLC will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. Milburn Apartments LLC may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other project services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
Milburn Apartments LLC reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
Milburn Apartments LLC also reserves the right to waive technical defects if in its judgment, its interests shall so require. Milburn Apartments LLC further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for Milburn Apartments LLC, in its sole discretion, to reject bids which it deems to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
