Resident Hall Security Modernization and Integration Services
RFP # 816
OVERVIEW
The University of Mississippi ("University" or "UM"), Department of Student Housing ("Department"), is
soliciting proposals from qualified and authorized security systems integrators to provide products,
professional services, implementation, integration, commissioning, and ongoing support for the phased
migration and expansion of the Department's electronic access control and video surveillance systems.
The Department is standardizing its security technology environment on the University's on-premises
Genetec Security Center platform to provide a unified enterprise platform for electronic access control,
video surveillance, alarms, and related security technologies. The selected proposer shall support the
University's ongoing migration of existing building infrastructure to Genetec Security Center and the
deployment of additional access control devices, surveillance cameras, Mercury panels, appliances,
licensing, and related components as required for each building or project phase.
The Department currently operates a combination of legacy access control technologies and
infrastructure supplied by multiple manufacturers. Certain legacy hardware and software components
have reached or are approaching end-of-life, resulting in increased maintenance requirements and
reduced long-term supportability. The University is therefore undertaking a phased migration strategy
to replace or bypass obsolete components, preserve viable existing infrastructure where appropriate,
and transition building-level systems to the University's enterprise Genetec Security Center
environment.
The University has previously migrated Residence Hall 1 and Hefley Hall to Genetec Security Center.
Additional buildings are currently being migrated under an existing contract, and the Department
anticipates continuing the migration of remaining buildings and sites under this solicitation. The
Department's current planning objective is to migrate approximately two buildings per academic
semester, with the potential for additional projects based on construction schedules, operational
priorities, funding, and Department requirements.
Each building project may include assessment of existing infrastructure; system design; migration of
existing access control devices; installation of new Mercury access control infrastructure; installation or
replacement of readers, locks, door-position switches, request-to-exit devices, and related components;
deployment of Genetec Cloudlink appliances and software licensing; installation and integration of
surveillance cameras; system programming and configuration; testing; commissioning; documentation;
and training.
The awarded vendor shall assess the existing infrastructure before beginning work at each building and
shall coordinate with the Department, University Information Technology, University
Telecommunications, University Police Department, and other University stakeholders as applicable. The
assessment shall address existing controllers, field devices, communications pathways, network
topology, software integrations, and other conditions that may affect successful migration or expansion.

The Department's security environment includes existing Schlage electronic access control devices,
PIM400 wireless infrastructure, Mercury access control infrastructure, Genetec Security Center, Axis
video surveillance equipment, and related network and communications infrastructure. Existing
infrastructure that remains viable and compatible with the University's standards shall be retained
where appropriate. The awarded vendor shall identify any infrastructure determined to be defective,
obsolete, incompatible, or otherwise unsuitable for continued use and shall provide recommendations
to the Department.
The solution shall support the University's objective of providing a unified security platform capable of
managing access control, video surveillance, alarms, and related security functions. The environment
shall provide the Department with the ability to make timely changes to access-controlled openings,
support emergency lockdown procedures, integrate security technologies, and provide a scalable
foundation for future buildings, devices, and security technology.
The Department also utilizes StarRez as its residential property management and community
management platform. The awarded vendor shall maintain the existing integration between StarRez and
Genetec Security Center and shall support future enhancements to the integration as directed by the
Department.
The University's credentialing environment includes the University-issued identification credential as the
primary credential and may include secondary credentials for designated users, locations, or operational
requirements. The awarded vendor shall support the Department's management of secondary
credentials within Genetec Security Center, including implementation, configuration, training, and
documentation necessary for Department personnel to administer such credentials.
The Department anticipates continued expansion of its video surveillance environment during the term
of the contract. The proposer shall therefore provide a solution that is scalable and capable of
supporting future expansion without requiring replacement of the University's core security platform.
The awarded vendor shall provide experienced project management, technical personnel, installation
and integration services, system programming, commissioning, training, documentation, warranty
coordination, and ongoing technical support necessary to deliver a complete, operational, maintainable,
and manufacturer-supported solution. Project closeout documentation shall accurately reflect the final
installed system and shall include required as-built information, equipment inventories, configuration
information, commissioning results, warranties, and other documentation specified by the University.
Contingent upon periodic review by UM, the contract duration will initially be one year, and may
subsequently be extended by single or multiyear contracts as may be needed in the sole determination
of UM. Initially, there will be no specific planned end date for the platform's application; it will be
considered an ongoing and renewable contract until UM decides to terminate its use with notice.
Notice is hereby given that UM Office of Procurement Services is releasing a Request for Proposal (RFP)
for responses from vendors for a Campus Security Modernization solution.
