3/5/2020 - Amendment #1: Cleaning of GFH Apartments During Turns Cleaning Requirment: Thoroughly
wipe down all sprinkling system piping (including the top) throughout the entire apartment (were applicable).
SECTION I. BACKGROUND, OVERVIEW AND GOALS
A. BACKGROUND:
The University of Colorado Boulder (UCB) campus seeks competitive offers from professional experienced
companies to provide janitorial support services for Residence Hall Weekend and Emergency Cleaning,
Graduate Family Housing (GFH) turns and weekly common space cleaning.
B. OVERVIEW:
Housing Facilities Services provides sleep and study space to 8,000+ University of Colorado students, staff,
faculty and guests. The department’s custodial staff are onsite from 7:30 a.m. to 4:00 p.m., Monday through
Friday. The University is looking for a contractor with an experienced and qualified staff to perform cleaning
and snow removal during non-business hours-evenings, weekends, and holiday-at our buildings. This contract
will also include 1) after-hours emergency custodial requests to ensure that the University residence halls and
support facilities are kept clean and safe beyond the staff’s normal business hours 2) cleaning GFH apartments
during turns 3) weekly cleaning of common space in GFH.
GOALS FOR THIS PROJECT:
The goal of UCB is to enter into an agreement with a contractor to provide janitorial support services for:
1. Weekend, holiday, and after-hours cleaning and snow removal in and around 28 of its buildings, during
Fall and Spring Semesters.
2. Cleaning of apartments at GFH during turns (see Attachment Number 1 under the Buyer Attachments
Tab for description the of units).
3. Weekly cleaning of common space in GFH.
4. Provide Weekend and Holiday Cleaning of C4C and Village Center Dining.
Pre-Bid
Meeting/Walk-Through
Interested suppliers are required to attend a MANDATORY meeting to familiarize themselves with the existing
conditions and satisfy themselves as to the nature and scope of the work to be done and the difficulties that may
exist. The submission of a response will be construed as evidence that the scope of the solicitation is understood
and, therefore, claims for labor, equipment, or materials, of any kind, or for difficulties encountered which could
have been foreseen had such an examination been made, will not be recognized. A submission by a supplier not
represented at this meeting will be rejected as non-responsive. Please RSVP to Charlie Geanetta at
charlie.geanetta@cu.edu by 12:00 p.m. MT Tuesday, March 3, 2020. Include the name, title, and contact information
of the representative(s) of your company that will attend the mandatory pre-bid meeting. Please limit attendees to 2

SECTION II. STATEMENT OF WORK
Term:
The term of the contract resulting from award of this solicitation shall begin upon execution of the contract and
end one (1) year later. The University, at its sole option, may annually extend the Agreement for four (4)
additional one (1) year periods, for a potential Agreement term of five (5) years. Any such extension shall be
made on terms mutually acceptable to both University and Contractor.
Rates:
Rates must remain firm for initial term of the agreement. Requests for price adjustments, if any, must be made in
writing and received by the University of Colorado Procurement Service Center no later than 90 calendar days
prior to the end of the then current contract year. The request must include an analysis and justification for the
proposed price adjustment. The university reserves the right to accept, reject or negotiate the adjustment.
Residence Hall: Weekend and Holiday Cleaning, During Fall (8/21 to 12/10) and Spring Semesters (1/8 to
5/7):
Hours for weekend and holiday cleaning are 6:00 a.m. to 6:00 p.m., though all work should be substantially
complete by 12:00 p.m. whenever possible. All residence hall restrooms that are specifically marked Men's and
Women's must be cleaned by staff members associated to that gender.
1. Cleaning and trash removal in 28 buildings encompassing approximately 970,000 square feet.
2. Restock paper and soap products and remove trash in approximately 11 restrooms.
3. Visual inspection of vanity and sinks, and clean as needed.
4. Remove trash from floors of bathrooms.
5. Spot clean the floors in bathrooms if needed. This could entail cleaning bodily fluids.
Saturday service consists of:
1. Emptying trash receptacles in all common areas of 28 buildings; restocking paper and soap products in
approximately 685 restrooms; walking all common areas of the facilities to pick up trash, spot-vacuum
or spot-mop any significant messes, identify, document, address and report on any immediate health or
safety concerns (body fluids, wet floors, broken glass, etc.).
2. In Bear Creek, large trash hoppers must be taken from two buildings, all six floors, rolled outside to a
trash compactor, emptied, and returned to the building once daily.
Sunday service consists of:
1. All of the above plus cleaning all (~685) restrooms in all 28 buildings.
Holiday service consists of:
1. All of the above plus additional restroom cleaning depending on the duration of the holiday and other factors
(i.e. additional work is required (daily restroom cleaning, additional cleaning in common space). Frequency
depends on the building occupancy and on the duration of the holiday.
Equipment and Supplies:
The University shall provide all equipment and supplies needed to perform the above work, with the expectation
that the contractor keep all tools, equipment, and supply closets clean and well-maintained.
Residence Hall: Weekend and Holiday Snow Removal
1. Snow removal and ice mitigation is required on approximately 6,800 square feet of sidewalks and stairs
in the immediate vicinity of 28 facilities across campus (a complete list of buildings can be found as
Attachment 1 under the Buyer Attachments tab).
2. Snow removal must be significantly complete by 7 a.m., with possible further passes being required
throughout the day as directed by the University.
3. Snow removal will be triggered by a University staff member. The University will provide ice melt
products, but the contractor must provide snow shovels.
4. A response time of 2 hours or less is required after notification by University staff member.
Weekend and Holiday Cleaning of C4C and Village Center During Fall (8/21 to 12/10) and Spring
Semester (1/8 to 5/7)
Cleaning services at the Village Center Dining consists of the first floor only.
Cleaning services at the C4C consists of all floors to include all restrooms.
1. Emptying trash receptacles in all common areas.
2. Restock paper and soap products and remove trash in approximately 11 restrooms.
3. Visual inspection of vanity and sinks, and clean as needed.
4. Remove trash from floors of bathrooms.
5. Spot clean the floors in bathrooms if needed. This could entail cleaning bodily fluids.
6. Window ledges will be kept clean and free of cobwebs and insects.
7. Wall and stair rails will be spot cleaned.
8. Vacuum all carpeted areas (i.e. lobbies, corridors, hallways, etc.) and floor mats.
After-Hour Emergency Cleaning Service (the following information shall be submitted to the University
on a weekly basis):
A. The contractor must be able to respond to urgent custodial requests during non-business hours (business
hours are M-F 7:30 am. to 4:00 p.m.), and handle emergencies on weekends as part of regular contract
requirements.
B. The Contractor is responsible for cleaning up and disinfecting any spills of human bodily fluids (i.e. blood,
urine, vomitus, etc.). This includes:
1. INSIDE the buildings where the Contractor routinely cleans in the public areas (i.e. hallways, restrooms,
foyers, etc.).
2. This does NOT include OUTSIDE of the buildings (i.e. sidewalks, grass, loading docks, etc.), this is the
responsibility of UCB
3. UCB is available for consultation on the cleanup/disinfection of any spill.
The contractor employee receiving the call must document the following:
1. Time
2. Name and position of the person making the request
3. Location of the request
4. Nature of the request
5. A call-back telephone number in case further information is required.
C. Within 2 hours of receiving a call, the contractor’s dispatched custodial services shall arrive on-site to
address the issue.
Upon their arrival, the contractor employee(s) must document the situation via photograph (we can provide
access to OrangeQC software if contractor is interested to use) and provide a brief summary that includes the
following:
1. Exact location
2. Time of arrival
3. Nature of the problem.
The contractor employee(s) shall resolve the issue with the appropriate procedure, process, equipment, cleaning
materials, and personal protective equipment.
D. Upon completion and prior to their departure, the contractor employee(s) shall document the situation again
via photograph and a brief summary that includes the following:
1. Exact work performed
2. Time of departure
Cleaning of GFH Apartments During Turns:
Standard cleaning of apartments after move out in coordination with GFH office, for apartments ranging from
Studio units to 4 bed rooms to include but not limited to:
Bathroom
1. Clean & sanitize vanity & sink
2. Clean & sanitize shower/tub
3. Clean & sanitize toilet bowl & seat
4. Wet mop floor
5. Wipe down mirror
6. Wash waste receptacles
7. Spot clean walls
8. Wash baseboards
9. Wipe down light fixtures
Bedrooms & Living Room
1. Spot clean walls
2. Clean and polish furniture
3. Wash trash receptacle
4. Wash baseboards
5. Wipe down light fixtures (if applicable)
6. Wash windows and tracks/Clean blinds
7. Wipe down doors and door frames
8. Vacuum & spot carpets or wet mop flooring (if not carpeted)
Kitchen
1. Wipe out all kitchen cabinets
2. Clean kitchen sink
3. Wipe down inside and out of the refrigerator
4. Wipe down the stove
5. Clean the inside of the oven
6. Clean the stove burner drip trays
7. Move stove and refrigerator away from wall and wipe down cabinet sides and floor
8. Wet mop VCT flooring
