Subject: Requirement for Use of Face Coverings at St. Elizabeths Campus, Nebraska Avenue Complex, and GSA Regional Office Building Entrances and Exits

DHS Contractor Community,

Effective Monday, June 22, Department of Homeland Security employees, contractors, and visitors are

required to wear face coverings and to practice social distancing while entering, exiting, or

clearing security screening stations at the St. Elizabeths Campus, the Nebraska Avenue Complex, and

the GSA National Capital Region’s Regional Office Building at 301 7th Street, SW. Additionally,

all employees, contractors, and visitors are required to wear face coverings while in public areas,

within the facilities, such as hallways, thoroughfares, open office circulation areas, breakrooms,

restrooms, and elevators.

These requirements, which will be enforced by the Federal Protective Service, are being implemented

to protect the health and safety of the federal workforce, contractors, and the public during the

Coronavirus pandemic and to mitigate the spread of the COVID-19 virus.

Any contractor employee who is not permitted to enter these facilities because they do not have a

face covering are advised to immediately contact their employers for further instructions. If

contractor employees are unable or unwilling to comply with the face covering requirement for

religious, disability-related or other reasons they must notify their employer who will immediately

contact the Contracting Officer to determine if an exemption can be obtained. Exemptions from

wearing a face covering, may only be granted by the DHS Contracting Officer after consultation with

the appropriate DHS program officials and building security personnel.

Appropriate face coverings include cloth masks worn over the nose and mouth. Surgical masks or N-95

respirators are not required and are recommended to be reserved for healthcare workers and other

medical first responders, according to the Centers for Disease Control and Prevention.
