Solicitation Document Description:	This Request for Supplier Qualifications ("RFSQ") is an invitation by the City of Toronto ("the City") to prospective Respondents to qualify for future eligibility to provide Artificial Ice Rink (AIR) and Arena State of Good Repair with a second stage procurement. These services will be performed on an “as and when needed” basis for a two (2) year period from the date the pre-qualification list has been established, with the option to renew for three (3) additional one (1) Year Periods, in accordance with the terms and conditions of this RFSQ, General Conditions and City of Toronto Policies.
Specific Conditions for Procurement:	Optional Site Meeting Info Suppliers are invited to attend an optional site meeting to familiarize themselves with the Project and ascertain the full extent of the Work required. The site meeting will take place at 10 am local time on March 12, 2025 at Don Montgomery Community Recreation Centre, 2467 Eglinton Ave E, Scarborough, ON M1K 2R1. Bidders meet with the City's Representative Raji Puthurath (416-395-1040), Senior Project Coordinator. Only use contact number for emergency purposes on the day of the meeting. All other questions need to flow through the Senior Corporate Buyer. Site meetings will not be available at any other times. This meeting will be to inform the supplier market of the objective and the process of this procurement as it is different from the traditional procurement approach of tendering projects individually to the market for AIR/Arena SOGRs. This meeting is not mandatory but is in the best interest of the supplier market to attend to ensure a clear understanding of this procurement. City representative will meet the suppliers at an arena and do a walkthrough to show the facility. Questions may be asked at the site meeting; however, they are not considered part of an official record and have no bearing on the terms of the contract unless they are submitted in writing to the City. A record of questions and answers from emails as deemed will be distributed in the form of an addendum and posted on the City's online call documents system.
Applicable Trade Agreement:	Chapter 19 of Comprehensive Economic and Trade Agreement (CETA) Chapter 5 of Canada Free Trade Agreement (CFTA)

Limited Number of Suppliers?:	Selection Process: a. The number of Successful Respondents for the Pre-qualification will be limited to respondents who have met the mandatory requirements and who have scored at least 70 percent on the evaluation criteria of the pre-qualification. b. In the event that less than four (4) Respondents submit or are evaluated as qualified for the Pre-qualification, the City reserves the right to cancel the Pre-qualification
Recurrent Contract:	These services will be performed on an “as and when needed” basis for a two (2) year period from the date the pre-qualification list has been established, with the option to renew for three (3) additional one (1) Year Periods, in accordance with the terms and conditions of this RFSQ, General Conditions and City of Toronto Policies.
