Solicitation Document Description: This RFSQ is an invitation by the City of Toronto to prospective Respondents to qualify for future eligibility of supplying natural gas.

The City wishes to establish a roster (Multi-use Roster List with Second-Stage Competition) of pre-qualified suppliers possessing acceptable credit rating, experience and capabilities with respect to the supply of natural gas to the City. The City intends to enter into Master Agreements (refer to Part 4 - Form of Agreement for a specimen) with at least three (3) and no more than a total of five (5) qualified Respondents to form the Roster. All Suppliers on the Roster will be invited to bid on subsequent Request for Quotations (RFQs) for the supply of natural gas as requested by the City from time to time. The term of the Roster will be for an initial period of three (3) years with additional two (2) separate one (1)-year option periods at the City's discretion.

In order to be considered for evaluation, Respondents or its guarantor must have an acceptable credit rating that is not less than BBB(-) from S&P or Fitch Ratings, Baa3 from Moody’s or BBB(low) from DBRS.

Current Roster expires on February 28, 2025. Suppliers on the current Roster are required to respond to this RFSQ to be re-prequalified for the new Roster. Should an existing Supplier on the current Roster be selected for the new Roster as a result of this RFSQ, the existing Master Agreement will be valid and the City does not expect any changes
