Request for Statement of Qualifications- RFQ - Professional Design Services - AWP Demonstration Facility and Conservation Garden Project

Washington County Water Conservancy District (district) is a water conservancy district organized and existing under the Utah Water Conservancy District Act. The district is seeking statements of qualifications from qualified Design Professionals to provide Professional Design Services (procurement item) for the Advanced Water Purification (AWP) Demonstration Facility and Conservation Garden Project as part of the Regional Reuse Purification System (System) (procurement item).

Project location: LaVerkin, Utah.

Scope of work: The proposed scope of work is included as Attachment A to the Request for Statement of Qualifications, which can be downloaded at wcwcd.gov/procurement or through the Kahua Bid Room.

Due date: Statements of qualifications must be received by the district no later than Friday, January 23rd, 2026, 5:00 pm.

Additional information: The district will manage this solicitation through the Kahua Online Bid Room application (Kahua). The district strongly prefers that submissions and questions be made through Kahua. Please see the Vendor Guide at wcwcd.gov/procurement for instructions on accessing Kahua. Vendors who are unable to use Kahua may submit responses to the solicitation via email.

NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS FOR

PROFESSIONAL DESIGN SERVICES FOR THE AWP DEMONSTRATION

FACILITY AND CONSERVATION GARDEN PROJECT

The Washington County Water Conservancy District (district) is seeking statements of

qualifications for Professional Design Services for the Advanced Water Purification (AWP)

Demonstration Facility and Conservation Garden Project as part of the Regional Reuse

Purification System (System). A copy of the Request for Statement of Qualifications is

available at wcwcd.gov/procurement.

Project details:

The project includes the design and construction management of an Demonstration Facility

that will house an Advanced Water Purification system, purifying Type I Reuse water to

drinking water standards for the purposes of piloting, permitting, and public outreach. The

Conservation Garden will include water-wise landscape features along with interpretive

signage. The total footprint of the Demonstration Facility and Conservation Garden will be

approximately 3.75 acres. The anticipated footprint of the Demonstration Facility is

approximately 2400 square feet. The project also includes the acquisition of a Public

Outreach Trailer that will contain demonstrative equipment typical of the AWP process that

can be used for presentations at schools and events. It is anticipated that the project design

team will be led by an architect and focused on the development of the building and garden.

The architect will also work closely with the district’s Owner Advisor (Stantec), who will

provide the design, sizing, utility needs, and state permitting support needed for the AWP

equipment. The project will be delivered using the Construction Manager/General Contractor

(CM/GC) approach, allowing for greater collaboration on scope, equipment, schedule, budget,

and risk between the selected CM/GC team.
