Description

1. GENERAL



This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice, and in conjunction with FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.



The Government intends to award one firm-fixed-price purchase order to the responsible offeror whose quotation conforms to this solicitation and is determined to be the lowest priced technically acceptable.





2. REQUIREMENT



The U.S. Coast Guard requires the contractor to provide all equipment, transportation, materials, and associated documentation necessary to deliver six (6) new oily water evaporator units to U.S. Coast Guard Sector Northern New England, South Portland, Maine.















3. SCHEDULE / CLIN STRUCTURE



CLIN 0001 – Oily Water Evaporator Units, Qty 6 EA



CLIN 0002 – Operation and Maintenance Manuals, Qty 6 EA



CLIN 0003 – Shipping/Freight, FOB Destination, Qty 1 JB



Pricing shall be all-inclusive and include all freight, fuel charges, transportation, delivery coordination, manuals, warranty support, and all other costs necessary to complete delivery.





4. MINIMUM TECHNICAL REQUIREMENTS / SALIENT CHARACTERISTICS



To be considered technically acceptable, the quoted product must meet or exceed all of the following minimum requirements:





1. Minimum evaporation rate of 2.5 gallons per hour (GPH).



2. Minimum integrated holding tank capacity of 26 gallons.



3. Maximum dimensions:



a. Length: 48 inches



b. Width: 36 inches



c. Height: 60 inches



4. Electrical compatibility: must operate on standard facility power and must be compatible with 120V or 220V, maximum 60 amps.



5. Boiling chamber must be constructed of 316 stainless steel.



6. Equipment must be new.



7. Equipment must meet applicable federal and state environmental standards for vapor emissions and wastewater processing safety.



8. Minimum 1-year commercial warranty covering defects in materials and workmanship.



9. Contractor shall provide two (2) physical copies and one (1) digital copy of the operation and maintenance manual with each delivered unit.









5. DELIVERY



Delivery shall be FOB Destination. All six (6) units shall be delivered in full within 100 days after receipt of order (ARO).

All six (6) units shall be delivered to South Portland, Maine. Final distribution to subordinate units will be handled by the Government.



The Government will provide forklift support for offloading. The contractor must ensure the delivery vehicle configuration allows safe offload with a standard-size forklift. Delivery date and time shall be coordinated at least seven (7) business days in advance.





6. INSPECTION AND ACCEPTANCE



Inspection and acceptance will be performed by the Government at destination by the designated Quality Assurance Inspector (QAI) and/or other authorized Government personnel.



Acceptance will be based on:



a. Absence of visible shipping or transit damage;



b. Confirmation that the delivered units meet the required technical characteristics; and



c. Receipt of required manuals and warranty documentation.





7. QUOTE SUBMISSION



Quotes shall be submitted electronically by email to Jeffrey.A.Center@uscg.mil. Offerors shall carbon copy John.R.Joeckel2@uscg.mil on quote submissions. Quotes must be received no later than 1700 EST on 9 September 2026.



Each quotation shall include:



1. Total firm-fixed-price for all CLINs.



2. Manufacturer name and model number.



3. Product literature, specifications, or cut sheets sufficient to demonstrate compliance with all minimum technical requirements.



4. Warranty information.



5. Proposed delivery lead time in days ARO.



6. Confirmation that all items offered are new.





8. EVALUATION



Award will be made to the responsible offeror whose quotation:



1. Is technically acceptable;



2. Meets the delivery requirement; and



3. Offers the lowest total evaluated price.



Technical acceptability will be evaluated on a pass/fail basis against the minimum technical requirements in this solicitation. Failure to provide sufficient technical documentation may render a quotation technically unacceptable.





9. COMMERCIAL TERMS AND CONDITIONS



The following provisions and clauses apply to this acquisition:

Offerors shall include a completed copy of FAR 52.212-3 or ensure the applicable representations and certifications in SAM are current and complete.







10. SAFETY AND SITE ACCESS



Contractor personnel shall comply with applicable installation safety, security, traffic, and fire regulations while on site for delivery.





11. QUESTIONS
