Title: Request for Quotes for Professional Services: Community Outreach for Etnies Skatepark Renovation Project

The City of Lake Forest is undertaking a CIP (“Capital Improvement Project”) for the renovation of the Etnies Skatepark of Lake Forest (“Skatepark”). The City is interested in contracting with a community engagement consultant with experience in parks to gather feedback from park users and residents related to the Skatepark and plans to renovate the facility. The City will use the results of this outreach effort to inform the design process for renovating the Skatepark. The renovation of the Skatepark will include major repairs, the addition of park features, and the potential transition to a “multi-wheel” facility. A multi-wheel facility preserves the quality of the skateboarding experience while incorporating skateboarding alternatives like BMX bikes, inline skates, quad skates and scooters.
Community Outreach is to be made up of the Lake Forest Skatepark users, residents, and other parties interested in the remodeling of the Skatepark (“Skatepark Community”). At least two (2) separate Community Outreach Meetings need to be produced by the Consultant to showcase and solicit feedback related to potential park improvements and the transition to a multi-wheel facility. At the conclusion of the public outreach process, Consultant will need to produce a Comprehensive Report of findings and present this report to both the Lake Forest Community Services Commission and the Lake Forest City Council. The Comprehensive Report will be subject to staff review before presentations.

Since opening the facility in 2003, demand for beginner and intermediate-level features has increased relative to the demand for professional-level features. While the skatepark provides features for all skill levels, the beginner and intermediate-level skill areas receive the highest amount of traffic. On average, the Skatepark hosts 65 users per day.
It is the City's goal to determine if the current skatepark facility genuinely reflects the diverse preferences of Skatepark users. The City requests the assistance of a professional outreach consultant that has experience with skateparks and/or other forms of municipal parks and recreation to provide feedback to staff and the City Council regarding the changes that are favorable to users of the park. The consultant selected for this process will be precluded from proposing on subsequent design and construction phases for this project.
