Notwithstanding FAR 4.203-1(b)(5)(ii), I have determined that it is in the best interest to the Government that offerors be registered in the SAM (System for Award Management) database found at https://www.sam.gov prior to submittal of their proposal. Failure to have an active account in SAM at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration shall be given.
