Background

FHI 360, through its Department of State-funded project, EpiC supports Burundi in strengthening the national health system to prevent, detect, and respond to infectious disease threats. In that line, FHI 360 supports the national laboratory system to be able to detect infectious diseases with public health threat potential. FHI 360 is planning to buy consumables, equipment for human and animal laboratories, and medical products for the response to the ongoing cholera epidemic.

2. Mission Objective

This request for quotations calls for potential suppliers to submit their best quotations for the referenced items.

3. Expected results

Best quotations for relevant reagents, consumables, and equipment for the national reference laboratory are submitted on time.

Best quotations for relevant reagents, consumables, and equipment for the national veterinary laboratory are submitted on time.

Best quotations for medical products to be delivered to the Public Health Emergency Operations Center to support the response to the cholera epidemic are submitted on time.

4. Technical specifications

5. Expected deliverables

Relevant reagents, consumables, and equipment are delivered to the national reference laboratory.

Medical products are delivered to the Public Health Emergency Operations Center to support the response to the cholera epidemic.

New equipment is installed by the supplier and relevant staff at the two laboratories are trained in the use and preventive maintenance of the new equipment.

OTHER QUALIFICATIONS FOR THE VENDOR

A catalogue in French or English printed in color.

A copy of the company's operating license issued by the Ministry of Public Health in Burundi.

A copy of the commercial registry certificate.

A copy of the tax clearance certificate.

A copy of the Tax Identification Number (TIN) certificate.

RESPONSE TO REQUEST FOR QUOTATION

Submission Guidelines

Quotations should contain detailed product specifications including but not limited to:

Each lot shall constitute a unique, nondivisible unit.

Technical specifications aligned with the content of the request for quotations.

Unit and Total prices (in Burundian francs [BIF]) per item, excluding Value-added tax (VAT).

Delivery lead time (precise date).

Expire date of the item of each item

Item availability.

Warranty for equipment.

Installation information.

User training, including preventive maintenance.

User manuals in English or French.

Provide proof of country registration, incorporation and tax clearance with proposal response.

Quotes received after this date and time will not be accepted and shall be considered non-responsive. FHI 360 will acknowledge receipt of your quotation by return email.

EVALUATION

Evaluation will be based on technical specifications, price, availability of items, delivery lead time, warranty for equipment, equipment installation, installation information, user training and maintenance training for the user.

CONTRACT MECHANISM

FHI 360 expects to award a fixed-price purchase order to the responsive vendors whose quotes best meet the evaluation criteria described herein.

The price of the selected supplier shall be fixed and nonrevisable. The contract will be concluded in Burundian Francs and payable after the compliant receipt of the products.

Payment will take place at the end of the delivery of the products and equipment, based on the submission of a statement of claim and upon review of the delivery report. Payment will be made by bank transfer to the account of the successful supplier (the company/organization accounts must bear the names of those entities and not the names of their representatives).

The bidders commit to delivering the products on the dates they proposed in their offers.

FHI 360 Disclaimers

FHI 360 may cancel the solicitation and not award.

FHI 360 may reject any or all responses received.

Issuance of the solicitation does not constitute an award commitment by FHI 360.

FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions.

FHI 360 will not compensate any offeror for responding to solicitation.

FHI 360 reserves the right to issue an award based on initial evaluation of offers without further discussions.

FHI 360 may choose to award only part of the items in the solicitation, or issue multiple awards based on the solicitation of items.

FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
