Walnut Ridge Regional Airport
Hangar Expansion
Introduction
The Walnut Ridge Regional Airport, Walnut Ridge, AR (Owner) is soliciting statements of qualifications and experience from firms and/or individuals to provide Construction Manager at Risk (CMAR) services for the expansion of an existing hangar.
Description of Work
Hangar expansion may include, but is not limited to:
• Demolition/relocation of existing infrastructure along the back wall such as indoor plumbing, insulation, lighting, electrical panels, pedestrian door, etc.
• Installation of 750 square feet of new concrete foundation and slab with 4,000 psi mix concrete (6” depth).
• 750 square feet of building expansion
• Removal and reinstallation of overhead door and roll-up door tracks
• Installation of roof to provide a weathertight building
• Installation of typical metal building insulation on siding and roof
Construction managers shall make a site visit to examine the existing conditions and make themselves comfortable with their statement of qualifications submittal.
Required Services
Required services include:
• Meeting with Owner and McClelland Consulting Engineers (Engineer) to discuss airport requirements
• Obtaining all necessary permits and inspections to complete this project and provide a ready-to-operate hangar
• Providing weekly construction updates to Engineer and Owner
• Providing certified payrolls, wage rates, and other construction related conditions and documentation to Engineer
• Determining amounts owed to contractors, sub-contractors, vendors and suppliers and assisting the Owner in the approval of each payment application
• Preparing as-built plans, drawings and completing the required close-out documentation
Statement of Qualifications Requirements
The statement of qualifications shall include:
• Name of the firm/individual as well as contact information (address, phone number, and person to contact regarding this project).
• A brief statement regarding the constructors understanding of the project, any issues that you believe should be addressed in the construction program, project coordination procedures, and quality control procedures.
• A list of the personnel that would be working on this project for the firm/individual and their experience.
• A list of subcontractors that would provide services.
• Relevant qualifications/experience of the firm/personnel.
• A list of previous related projects completed.
The statement of qualifications must be signed by a principal or owner of the firm legally able to respond to this RFQ. The submission shall be no longer than fifteen (15) pages single-sided.

The deadline for submissions is Thursday, November 13th, 2025 at 4:00 p.m. C.S.T.

Selection and Negotiations
After all qualifications have been submitted, the Owner will select the firm with the best qualifications and negotiate to achieve the most advantageous agreement for the Airport. If, after reasonable effort, a contract cannot be negotiated, the negotiations with the selected firm shall be terminated. The firm will be requested to submit in writing a best and final offer for the individual Task Order being negotiated. Further, any Task Order negotiated shall include a Not to Exceed dollar clause to be included in each Task Order issued for work.
Note: The selection process will adhere to all Local and State Regulations.
