Request for Qualifications - Village Attorney/Legal Services

Sealed proposals shall be delivered to the Village Administrator, Village of Montgomery, 200 N. River Street, Montgomery, IL 60538 by no later than 4:00 P.M. on Monday, December 9, 2024. Sealed envelopes should be clearly labeled "Proposal for Village Attorney," and include the Firm's name. Five original proposals with signature must be provided upon request, however, electronic submittals will be accepted in Adobe Acrobat (.pdf) format sent to attention of: For security reasons, you must enable JavaScript to view this E-mail address. . If sent by mail, the sealed envelope containing the proposals must be enclosed in another envelope addressed to the Village at the location stated in this paragraph.

Proposals received prior to the time of opening will be securely kept and saved, unopened. No responsibility shall be attached to the Village for the premature or non-opening of a proposal not properly addressed and identified.

Proposals arriving after the above specified time, whether sent by mail, courier or in person, shall not be accepted. These proposals will either be refused or returned unopened. It is the Firm's responsibility for timely delivery regardless of the method used.  Mailed proposals which are delivered after the specified time will not be accepted regardless of the postmarked date or time on the envelope.

Facsimile ("fax") machine transmitted proposals shall not be accepted, nor will the Village transmit the RFQ documents to prospective Firms by way of a facsimile machine.

The Village of Montgomery, Illinois (hereinafter known as the "Village") is requesting statements of qualifications (“Proposals”) from qualified attorneys or law firms to support the Village as general counsel and other related areas as needed. Qualified attorneys and/or firms may submit proposals for the services sought by the Village. The Village is furnishing herein a scope of services by which such proposals shall be considered. Any firm (hereinafter "Firm") desiring to furnish a proposal for such services shall submit proposals following the instructions and format of this Request for Qualifications (“RFQ”). The Village’s intent is to enter into an open-ended agreement with the selected attorney or law firm.

This Section presents background information on the Village and a summary of the scope of services to be provided by the Firm. This information is intended to facilitate preparation of proposals. This summary is not intended to serve as a full and complete description of the scope of services.

Firms submitting responses to the Village’s request shall provide reasonably detailed descriptions of their qualifications to provide the Services in a manner suitable to the Village. Generally, these services shall include:
i.        Represent the Village regarding general legal matters
ii.        Attend Board of Trustee meeting(s) and Planning and Zoning Commission meeting(s), as necessary or requested
iii.        Conduct litigation, as necessary
iv.         Other legal services as needed
