1. INTRODUCTION
A. The City of Brentwood (herein noted as “the City”) is seeking responses to this Request for
Qualifications (RFQ) for non-exclusive, on-call professional services to assist the City in the
preparation of traffic impact studies for development proposals, advise the City on traffic,
circulation, and transportation and traffic engineering aspects of development proposals
submitted to the City as well as transportation/traffic engineering projects . Typically, these
developments consist of medium to large scale projects including commercial, mixed-use,
and multi-family residential applications. The exact services to be performed and the
compensation due to the consultant shall be described in Task Orders requested by the City
for each development proposal in accordance with a scope and not-to-exceed fee.
B. The City proposes to retain up to three (3) qualified professional services consultants
(herein noted as “Consultant”) to provide professional services for traffic and transportation
engineering projects including but not limited to grading, paving, landscaping, repairing,
replacing, and improving assets such as trails, parking lots, streets, sidewalks, driveways,
storm sewers, underground facilities, and similar work for projects on an as-needed basis for
the City.
C. The City has established specific qualifications to assure completion and quality of the
services provided. The Consultant shall possess skill and experience to perform quality
work as solely determined by the City, which qualifies it to provide general Consultant
services related to civil projects as detailed and specified.
D. Interested parties are invited to submit their proposal for consideration. The submittal
should contain, at a minimum, the information requested in this Request for Proposals.
E. RFQ submittals should be delivered to city hall. Four (4) hardcopies and one (1) digital
copy of the submittal on flash/thumb drive including all attachments, marked on the outside
of the envelope “RFQ – Transportation and Traffic Engineering Professional Services,”
should be delivered to:

F. The submittals should be delivered no later than December 15, 2025 by 12:00 p.m. Central
Standard Time (CST). Any submittals received after the proposal deadline shall not be
considered.
G. The date of receipt of the submittals as noted by the City of Brentwood will be conclusive
for all purposes.
H. The City of Brentwood reserves the right to reject any or all submittals. No submittal may be
withdrawn for a period of three (3) months following the date specified for the receipt of
submittals.

I. A team of City officials will evaluate the submittals. If deemed necessary, a short list of
firms will be notified for follow-up interviews. The evaluation team will summarize its
findings and submit their recommendation to the Public Works Committee. The Public
Works Committee could recommend selection of the prospective firm(s).
J. If deemed necessary to help establish a fair and responsible cost for services in negotiation
with selected respondents, the City may request copies, (from the Consultant), of the past
five (5) contracts providing traffic and transportation engineering technical services related
projects. Any objection to this must be clarified in your response to this RFQ.
K. Any inquiries concerning the submittal should be directed to Daniel Gummersheimer,

L. Contact with other City officials or members of the Board of Aldermen is prohibited.
M. The City will not be liable for any cost which may be incurred in connection with the
preparation or presentation of any submittal or demonstrations.
2. SCOPE OF SERVICES
Neither exclusivity nor any specific amount of work will be promised in the Agreement, and the
City will decide when and if to request services. The selected Consultant should include:
Prepare traffic impact studies based on site development plans submitted to the City by
applicants when requested by City staff. The Consultant will advise the City on the scope of
the traffic study and possibly participate in scoping meetings with either Missouri
Department of Transportation (MoDOT) or St. Louis County Department of Transportation
if needed.
Review site development plans and provide recommendations addressing site circulation,
site access, pedestrian access, and safety surrounding traffic impacts.
Attend the application review meetings with City staff and petitioners concerning traffic
impacts. Additionally, attend public hearings and present recommendations to the Planning
& Zoning Commission, Planning & Development Department, and/or Board of Aldermen as
required.
Complete design and engineering for sidewalks, trails, and shared use paths.
Complete design and engineering for streets, alleys, curb ramps, striping, streetlights,
bicycle/pedestrian improvements and the like.
Perform other municipal traffic/transportation engineering services that may be requested by
the City.
3. INSURANCE
General Liability Insurance
The selected Consultant shall procure and maintain, for the duration of the contract, insurance
against claims for injuries to persons or damages to property which may arise from or in connection
with the performance of the work hereunder by the Consultant, their agents, representatives,

employees or subConsultants. The minimum amount of insurance shall be $1,000,000 per
occurrence, $3,000,000 general aggregate.
The selected Consultant shall not commence work under the Agreement until it has obtained the
insurance required under this Section, and such insurance has been approved by the City. The
Consultant shall not permit any employee to commence work in relation to the Agreement until
insurance equivalent of that required of the Consultant has been so obtained and approved by the
City. The Consultant must obtain and maintain (at its sole expense) during the life of the
Agreement, insurance of the type and the minimum amounts stated in the Agreement.
This requirement of insurance does not limit the Consultant’s liability under the Agreement in
any manner.
Worker’s Compensation Insurance
The selected Consultant shall procure and shall maintain during the Term of the Agreement,
Worker’s Compensation Insurance in an amount equal or greater than Missouri Workers
Compensation statute requirements ($500,000) for all of its employees to be engaged and perform
work under the Agreement.
The insurer shall agree to waive all rights of subrogation against the City, its officers, officials,
employees and volunteers for losses arising from work performed by the Consultant for the City.
Consultant shall be in full compliance with the Workmen’s Compensation Act of the State of
Missouri and Employer’s Liability Coverage as required by Missouri State statute.
Comprehensive Automobile Liability Insurance
The selected Consultant shall maintain Comprehensive Automobile Liability insurance coverage in
the amount of $1,000,000 per occurrence, and shall supply proof of coverage to the City before
commencing work in the facility.
Satisfactory Coverage
The insurance which the Consultant is required to obtain and maintain shall be written by a
company or companies licensed to do business in the State of Missouri and satisfactory to the City.
Insurance is to be placed with insurer with a Bests’ rating of no less than A: VII. The Consultant
shall not allow any policies to be canceled or permit the policies to lapse during the Term of the
Agreement. All insurance policies shall include a clause to the effect that the policy shall not be
canceled or changed unless thirty (30) days prior written notice has been received by the City and
provided further that the notice must be evidenced by receipt of registered letter.
Proof of Insurance Coverage
“Certificates of Insurance” shall be originals, not copies, shall contain true transcripts for the
policy, authenticated by the proper officer of the insurer, evidencing in particular those insured,
the extent of the insurance, the location and operation to which the insurance applies, the
effective date and expiration date and the notice of cancellation clause referred to above
An original “Certificate of Insurance” shall be furnished to the City, clearly specifying the City
as an “Additional Insured” on the General Liability policy, and the date of issue, prior to
commencement of services by the Consultant. Copies of policies and endorsements must also be
provided to the City.

4. THE CITY OF BRENTWOOD TO BE IDEMNIFIED AND HELD HARMLESS
The selected Consultant shall per the Agreement covenant and agree to indemnify and hold the City
harmless from any and all claims, rights or causes of actions or damages of every kind and nature
whatsoever which may arise as a result of Consultant’s performance of work (whether through its
own employees or others) pursuant to the Agreement and Consultant shall agree to defend or pay
the cost of defense of the City arising by virtue of any such claim or cause of action for damages.
Consultant shall agree to pay any and all amounts which the City may be required to pay for
damages for compensation connected with any such claim.
5. LICENSE AND PERMITS
The selected Consultant shall be responsible for obtaining and paying the costs of all necessary
permits and licenses required by any applicable laws, rules and/or regulations including the
Ordinances of the City of Brentwood.

7. STATEMENT OF QUALIFICATIONS
Responses to this RFQ should be specific and precise with adequate detail to accurately define
Consultant’s qualifications for performing the services required. Limit your responses to the
information requested in each section. Any additional information that you wish to submit should
be included in a separate section marked “Supplemental Information.”
A. General Qualifications
1. Provide a brief history and general overview of the firm. Include the total number of
employees and their associated titles.
2. State what work your firm can self-perform.
3. State the location of the firm’s headquarters and location, if different also the location
from which this project will be managed.
4. Provide information regarding the firm’s ownership and organizational structure –
include a company organizational chart.
5. List any judgments, claims, arbitration or suits against your organization or its officers
which are pending, or which have been resolved in the last five years.
6. Submit a sample copy of your current form of contract/agreement with all terms and
conditions which can be reviewed by the City Attorney.
