  • Provide Engineering services for design and construction of the traffic circle project.
  • Provide or subcontract for all required state and federal environmental and

    archeological testing and/or permitting.
  • Provide permitting, design plans and construction specifications for improvement

    alternatives identified in the design.
  • Perform services related to identifying and negotiating necessary easements.
  • Perform services related to Bidding, Award, and Construction of the designed project.
  • Assist the City in consultation and coordination with State and Federal agencies during

    the project.
  • Provide complete project management for all phases of work undertaken.

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
In accordance with OAR 137-048-0210, NOTICE IS HEREBY GIVEN that the City of Estacada (City)
is requesting sealed proposals from qualified persons to provide ENGINEERING SERVICES for the
City’s River Mill and Eagle Creek Road Traffic Circle project. Interested parties will be provided
with sufficient information to prepare and submit proposals for consideration by the City. It is
the City’s intent to select the most advantageous proposal based on the evaluation criteria set
forth in this Request for Qualifications (RFQ).
All proposals must be emailed with the subject line: ENGINEERING Services Proposal Traffic
Circle., no later than 2:00 p.m. February 12, 2026 and received by the City of Estacada at
info@cityofestacada.org. Any proposal received after that date and time, or not submitted in the
proper manner, may be returned without further consideration.
The City reserves the right to reject any and all proposals received as a result of this RFQ, to waive
any irregularities and to accept the proposal deemed to be in the best interest of the City.
Preparation and submission of a proposal is at the proposer's sole risk and expense.
REQUEST FOR QUALIFICATIONS FOR
ENGINEERING SERVICES Traffic Circle
1. GENERAL INFORMATION: The City is soliciting proposals for an Engineer to provide
engineering services. Services typically conducted by the Engineer include, but are not
limited to, the tasks listed in Section 4. Services may also include supervising/inspecting
work produced by the City. Work shall be provided as authorized by task order through
the City or the City’s Designee.
2. BACKGROUND: The City of Estacada is a rural community, approximately 20 miles east of
the City of Portland, OR. The city has grown significantly in recent years, doubling the
population in the past ten years. The city faces increased growth, with over 1,200 lots
approved through planning but not yet built. In 2020, the city was evacuated due to the
Riverside Fire, which approached city limits on the east side. The proposed project was
identified in the 2024 Transportation System Plan update. The traffic circle proposed will
be fronted on three sides with new housing developments which are in the process of
building their infrastructure. It is on the city’s evacuation route. The project is partially

3. ANTICIPATED SCHEDULE OF EVENTS:
RFQ Advertised: January 9, 2026
Proposal Due Date: February 12, 2026
Selection by Association: February 17, 2026
Contract Approval: February 23, 2026 Council Meeting
4. SCOPE OF SERVICES:
Provide Engineering services for design and construction of the traffic circle project.
Provide or subcontract for all required state and federal environmental and
archeological testing and/or permitting.
Provide permitting, design plans and construction specifications for improvement
alternatives identified in the design.
Perform services related to identifying and negotiating necessary easements.
Perform services related to Bidding, Award, and Construction of the designed project.
Assist the City in consultation and coordination with State and Federal agencies during
the project.

5. PROPOSAL INSTRUCTIONS:
a. PROPOSAL SUBMITTAL AND DUE DATE
i.
Proposers shall email with the subject line: "City of Estacada Engineering
Services Proposal. Traffic Circle" Proposals shall be submitted by 2:00 p.m.
February 12, 2026. Said proposals shall be submitted to Assistant City
Manager, Elaina Turpin, info@cityofestacada.org
ii. Proposals shall be organized as specified. The City assumes no
responsibility for delayed or undelivered mail or express packages.
Proposals which are not delivered by the above specified time will not be
considered. Faxed or electronically transmitted proposals will be rejected
as non-responsive.
b. INQUIRIES
i.
Questions concerning this RFQ should be submitted in writing to:

ii. Questions regarding specific technical aspects of the service requested by
this RFQ or seeking clarification concerning this RFQ may be directed to
Elaina Turpin as shown in 5.b.i. above. No oral clarification will be binding
on the City of Estacada. The City of Estacada will be bound only by this RFQ
and any written addendum issued hereunder.
c. CHANGES
i.
Requests for changes to this RFQ, including requests for changes in any of
the exhibits to this RFQ must be submitted in writing to the City of Estacada
not later than 4 calendar days prior to February 12, 2026. The request must
include a statement of the requested changes and the reason therefore.
The request shall be marked as a "Request of Change in RFQand specify
the RFQ Number set forth in the caption to this RFQ. Written request may
be delivered by mail or by confirmed (by requested return receipt) e-mail;
the request must include an email address for responses. The City of
Estacada will attempt to respond to all written requests for changes, by
email, within 3 days of receipt of such request.
ii. If inquiries, comments, or requests for changes raise issues that require
clarification or a modification to this RFQ, the clarification or modification
will be made by written addendum as provided in Section 6 of this RFQ.
6. CONTENT OF PROPOSALS:
a. Proposals should demonstrate that the proposer can furnish the services in a
manner that will be cost effective for the City. Those proposals which do not
contain all information required by this RFQ or are otherwise nonresponsive may
be rejected immediately; however, the City of Estacada has discretion to accept a
proposal that does not conform with all RFQ requirements if the City determines
that the non-conformance is not substantial or material. If a proposal is unclear,
or appears inadequate, at the City’s discretion, the proposer may be given an
opportunity to explain how the proposal complies with the RFQ.
b. The City of Estacada also has discretion to permit a proposer to correct a
typographical error or other minor mistake or oversight in its proposal.
c. CONTENT - PROPOSALS MUST CONTAIN AT LEAST THE FOLLOWING:
i.
The proposal must be fully completed, submitted, and duly executed by
the authorized representative of the proposer, and include the following:
ii. The proposer's business name, address, telephone number, e-mail
address, and federal tax identification number.
iii. The proposer's legal form of entity (sole proprietor, corporation, LLC, etc.)
and, if applicable, state of incorporation or organization and main office
address.
iv. Name(s) and title(s) of person(s) authorized to submit the proposal and to
execute the contract.
d. QUALIFICATIONS. THE PROPOSERS STATEMENT OF QUALIFICATIONS MUST
CONTAIN THE FOLLOWING:
1. A one-page dated cover letter indicating the firm’s understanding and interest
in the project with signature shall be submitted containing the name, address,
tax filing name, and number of the corporation or business structure submitting
the SOQ. Cover letter should also include the name, telephone, email, and title
of the person authorized to represent the firm. Please indicate if the firm is a
resident vendor, as defined in ORS 279A.120.
2. A description of the key personnel that will perform the services and their
particular qualifications.
3. A description of how proposer complies with the requirements of this proposal
as set forth herein.
4. Special services the proposer can provide in connection with the services
required by this RFP.
5. Any experience proposer has had in providing the services required by this RFQ
to other cities and public entities, with special and specific attention to:
(1) Communities of similar size and type as the City of Estacada.
(2) Projects funded by CBDG.
(4) General infrastructure planning and road design experience.
(5) State/Federal public contract management and bidding process.
(6) Construction management.
(7) Experience working in Estacada/Clackamas County.
(8) Working with developers and property owners on easements and
other connected infrastructure work.
(9) Public infrastructure financing.
e. LICENSES
i.
Confirmation that the proposer is a licensed professional civil engineer
within the State of Oregon.
