NOTICE TO CONSULTING FIRMS REGARDING A REQUEST FOR QUALIFICATIONS
City of Gallatin S. Westland Ave. Bridge Replacement in Gallatin, Sumner County
December 4th, 2025
The City of Gallatin, an Equal Opportunity/Affirmative Action Employer, seeks to retain the services of professional
engineering consulting firms to provide various engineering services related to the design, preparation of final
construction plans, and quantities for the City of Gallatin’s South Westland Avenue Bridge Replacement
Project; Gallatin, Sumner County over CSX rail lines. The selected firm will provide engineering site and
structural design, utility coordination, acquire right-of-way and easements, railroad coordination, and provide
final engineering plans for the replacement of bridge 833328 on South Westland Avenue in Gallatin, Tennessee.
The ultimate section will be two lanes with sidewalks. The project includes demolition of the old bridge,
construction of the new bridge, approach section realignment and/or modifications, drainage improvements, and
utility relocation. This project shall adhere to all applicable Federal and State regulations and requirements. The
professional consulting firms (the Prime) and all sub-consultants must be on TDOT’s pre-approved list and the
Prime must have unlimited status. Payment for services shall be made based on work completed in each section
of the scope of services. The scope of services will include, but may not be limited to, the following:
• Conduct the initial preliminary engineering and environmental investigations necessary for this project.
• Conduct the appropriate public involvement process and hold public meetings as deemed fit for the Gallatin
Public Involvement Plan.
• Conduct project surveying and prepare preliminary plans.
• Provide Right-of-Way acquisition services.
• Coordinate with utility and railroad operators.
• Prepare construction plans, bid advertisement, construction estimate and bid documents, as necessary to
contract the project with general contractor.

To be considered, firms (or teams) must submit a Letter of Interest and “Statement of Qualifications” (SOQ).
Submissions must be made on two (2) bound copies on 8 ½” x 11” sheets of paper and a PDF file on an external storage
device. Submissions shall be made to: Jake Wilson, Assistant City Engineer, City of Gallatin Engineering, 633 Long
Hollow Pike Gallatin, TN 37066 no later than January 15, 2026 @ 2:00 pm. The letter of interest and qualifications
shall indicate the scope of services to be completed by any sub-consultants. They must also be limited to a maximum of
15 sheets (front and back) or 30 electronic pages. SOQs not conforming to the required format will be rejected.
The SOQ must include a letter expressing an interest to be considered for the project and shall contain the following
information:
1. Firm experience, credentials, and staff qualifications and availability.
2. Past experience in the required disciplines with TDOT, LPA, and other clients and demonstrated ability to meet
schedules without compromising sound engineering practices.
3. Project approach and timeline for this project.
4. Staff capabilities of the prime consultant and any proposed sub consultants.
5. Innovation in design, materials, and project delivery.
The City of Gallatin reserves the right to reject any and all SOQ’s, to waive any informality in SOQ’s, and negotiate
changes in the scope of services to be provided. All submitters will be advised when a selection has been made.
