Request for Qualifications (RFQ) to provide Energy Savings Performance Contracting Services

This is a Request for Qualifications (RFQ) to provide Energy Savings Performance Contracting Services for the City of Emerson, Arkansas.
You are invited to submit a response to the RFQ to be received no later than Monday, July 6th, 2026 at 4 p.m., to Blake Harrell, Director of Community and Economic Development, 101 Harvey Couch Boulevard, Magnolia, AR 71753 (shipping address) or P.O. Box 767, Magnolia, AR 71754 (mailing address). One original and 3 copies are required along with a digital copy (USB drive).
RFQ Packets may be requested by email to blake.harrell@arkansas.gov (email preferred) or by calling 870.235.7516 and leaving a detailed message. The RFQ packet includes instructions for responding to the RFQ. A selection committee appointed by the Mayor will conduct an evaluation of all proposals submitted. All responses not fully addressing each criterion will be considered non-responsive offers and will be eliminated from consideration as potential contractors. The RFQ also includes the rating guidelines, rating sheets, and evaluation instructions.
The proposal receiving the highest total points in the evaluation process will be offered the contract. The City will notify all unsuccessful offerors of the contract award once contract negotiations have been completed. Contracts related to this project are subject to state and/or federal restrictions and approval.
