1. Introduction and Background
Morrow County, Oregon (the “County”) is requesting Statements of Qualifications (“SOQs”)
from qualified land use planning firms to provide professional planning services on an on-
call, as-needed basis. The selected consultant(s) will serve as the County’s Planning
Firm(s) of Record and may provide technical review, advisory support, drafting assistance,
and related planning services for current applications, supplemental reports associated
with land use applications, and long-range planning projects.
Morrow County is located in north-central Oregon and includes urban, rural, and industrial
service areas. County planning responsibilities include administration and maintenance of
the Comprehensive Plan, implementation and maintenance of the Transportation System
Plan, implementation and maintenance of the Zoning Ordinance, and land use permitting
and development review. The County seeks consultant support from firms with
demonstrated experience serving public-sector clients in similar environments.
The County intends to identify one or more qualified firms through this RFQ process.
Services will be assigned on a task-order or other on-call basis, depending on County
needs. The selected consultant(s) will work closely with County staff and may support
planning, permitting, review, and public process activities.
The County anticipates entering into an on-call professional services agreement with the
selected consultant(s) for an initial term of two (2) years, with optional renewals at the
County’s discretion, subject to satisfactory performance, funding availability, and mutual
agreement.
Proposers are responsible for regularly checking the County’s procurement webpage
https://www.morrowcountyor.gov/rfps for addenda, clarifications, modifications, or other
changes to this RFQ. Submission of an SOQ constitutes acknowledgment of and
agreement to all addenda issued by the County.
2. Scope of Services
Services may include, but are not limited to, the following:
1. Provide on-call technical review of reports and documents submitted to the County in
connection with land use applications. Examples may include materials associated with
renewable energy projects, such as wildlife mitigation plans, archaeological studies,
erosion control plans, glare analyses, geotechnical analyses, and similar technical
reports. The consultant may assist County staff in evaluating consistency with the
Morrow County Zoning Ordinance (MCZO), the Morrow County Subdivision Ordinance,
the Transportation System Plan (TSP), and other applicable County requirements.
2. Assist with updates to the Comprehensive Plan, including reformatting, editing,
codification preparation, incorporation of previously adopted amendments, research,
data, and demographic updates, and drafting of goals and policies.
3. Attend Planning Commission, Board of County Commissioners, advisory committee,
staff, or consultant meetings on an as-needed basis.
4. Attend pre-application meetings or provide written guidance to support such meetings.

5. Assist County staff with processing plan amendments or related planning updates,
including outreach support, public meeting materials, staff reports, and hearing support.
6. Review Floodplain Development Permit applications.
3. Minimum Qualifications
Firms responding to this RFQ must, at a minimum, demonstrate the following
qualifications:
• Licensure, registration, or other authority necessary to lawfully provide the requested
planning services in the State of Oregon.
• Experience providing planning services to public-sector clients of similar size and
complexity.
• Ability to provide timely, responsive, and professional on-call support.
• AICP certification is preferred, but not required.
• CFM required for work on Floodplain Development Review.
4. SOQ Format and Content
• SOQs should be concise, clearly organized, and should not exceed twenty (20) pages,
excluding the cover letter, tabs, and resumes.
• One page is defined as one side of a single 8-1/2” x 11” page, using a minimum 11-
point font size for substantive text.
• At a minimum, the SOQ should address each scored criterion identified in Section 5
and include the required references.
5. Evaluation Criteria
A total of 100 points is available for the scored criteria listed below.

range planning. Describe the firm’s approach to

Describe the firm’s familiarity with Morrow County,
similar eastern Oregon or rural Oregon planning
environments, and the team’s ability to attend
meetings and provide efficient service to the
County.
Provide at least five references from clients of
similar size and complexity for whom similar
services have recently been provided. Include
contact name, title, phone number, and email
address.

6. Submission Requirements
• Five (5) hard copies of the SOQ and one (1) electronic PDF copy must be received by
the County no later than May 20, 2026 at 2:00 p.m. local time.
• SOQs shall be submitted to: Morrow County, Oregon, Attn: Sandi Pointer, Risk and
Procurement Manager, 215 NE Main Ave., Irrigon, OR 97844,
spointer@morrowcountyor.gov.
• The outside of the package should be clearly marked: “Morrow County – Planning Firm
of Record SOQ.”
• Statements received after the stated deadline will not be considered.
7. Additional Information and Reservation of Rights
• No cost or fee schedules shall be submitted as part of the SOQ. Pursuant to Oregon
public contracting law, cost and fee information will be requested during contract
negotiations with the most qualified firm(s), if applicable.
• All submittals become part of the public record unless exempt from disclosure under
applicable law.
• The County reserves the right to amend or cancel this RFQ, extend the submittal
deadline, reject any or all SOQs, waive minor informalities or irregularities, seek
clarifications, request supplemental information, and negotiate with one or more
proposers as permitted by law.

• This RFQ does not obligate the County to award a contract, pay any cost incurred in
the preparation of a response, or procure any services until a written agreement is fully
executed by authorized representatives of the parties.
8. Insurance
The successful proposer will be required to maintain insurance coverage satisfactory to the
County, including Commercial General Liability, Professional Errors and Omissions
Liability, Workers’ Compensation, Employer’s Liability, and Automobile Liability coverage,
with limits to be established during contract negotiations.
