REQUEST FOR QUALIFICATIONS RFQ 2026-41 LA PLACITA PROJECT

The City of Holyoke, Massachusetts, through its Purchasing Department, is requesting Statements of Qualifications (SOQ) from qualified engineering firms to provide professional engineering design services for the La Placita Project located at 290 Main Street in downtown Holyoke. This procurement is conducted in accordance with Massachusetts General Laws Chapter 30B.The project area includes:

• A municipally-owned parking lot located at 290 Main Street

• An adjacent section of Spring Street intended to support programming and potential temporary or periodic closure. Approximate dimensions: .48 Acre Parcel ID # 030-05-015. The City of Holyoke is developing the La Placita Project, a community-centered public space intended to serve as a culturally representative gathering area in the downtown Main Street corridor. The project seeks to transform an underutilized municipal parking lot and adjacent street segment into a flexible public plaza that supports community gathering, cultural expression, and economic activity. An initial conceptual design has already been developed. The City is seeking a qualified engineering consultant to translate the concept into detailed engineering plans suitable for permitting and construction. Interested respondents can request documents electronically from morrowj@holyoke.org starting on 4/13/2026. A non-mandatory highly recommended site visit will be held on 4/21/2026 @ 10am at the site, 290 Main Street, Holyoke, MA 01040. Qualification submissions will be received until 2:00 PM on 4/30/2026.    We will not accept late submissions. Submissions are to be emailed to morrowj@holyoke.com and please use "SUBMISSION RFQ 2026-41 LA PLACITA" in the subject line. The city reserves the right to reject any and all submissions if in the city's best interest. This project is being supported using Federal Funds. Respondents must be eligible to receive Federal Funds and will be verified for their eligibility.
