LEGAL NOTICE / RFQ ADVERTISEMENT
The City of Portland, Tennessee is requesting Statements of Qualifications (SOQs) from
qualified engineering firms to provide professional engineering services for the design,
permitting, and bid-phase support of a gravity sewer improvement project known as the
Demase Street Project.
Issue Date: February 10, 2026
Statements of Qualifications will be received until:
3:00 PM (Central Time) on March 5, 2026
Submissions received after this time will not be considered.

1. Introduction
The City of Portland, Tennessee is soliciting Statements of Qualifications from qualified
engineering firms to provide professional engineering services for the design, permitting,
and bid-phase support of a gravity sewer improvement project within the city limits.
• The goal is to improve system operation, eliminate sanitary sewer overflows, and
remove a lift station as it pertains to this project.

2. Project Overview
The project consists of designing approximately 2,300 linear feet of gravity sewer to
replace aging sewer infrastructure and eliminate the City’s oldest lift station located on S.
Russell Street.
• The City currently possesses CAD files for the Demase Street sewer project
extending from S. Russell Street west to Wix Avenue. The selected Engineer shall
review the existing design, offer necessary corrections/recommendations, and
provide additional gravity sewer design from Wix Avenue west to E. Knight
Street at the S. Broadway manhole eliminating the South Russell St lift station.
3. Scope of Work
The selected firm shall provide, at a minimum, the following services:
• Review existing CAD files for Demase Street project.
• Design approximately 2,300 LF of gravity sewer.
• Ensure that the entire project will function correctly.
• Eliminate the South Russell Street lift station.
• Coordinate with CSX Railroad to utilize the existing steel casing and bore beneath
the railroad that was installed for this project.
• Prepare construction plans, specifications, and engineer’s cost estimate.
• Assist with necessary permitting and submissions.
• Assist with bid, award, and construction phase support.
• Assist with easement identification and acquisition documentation.
• Coordinate with City staff and regulatory agencies.
• Meet all TDEC requirements.
4. Existing Conditions
• Part of the project has previously been designed.
• A steel casing and bore have already been installed beneath the CSX Railroad to
accommodate the proposed sewer crossing. (The Engineer shall coordinate with
CSX Railroad to ensure compliance with all applicable railroad requirements.)
5. Submission Requirements
Firms shall submit one (1) electronic copy and five (5) hard copies of the Statement of
Qualifications that includes the following:
• Cover Letter.
• Narrative Report introducing the company represented, describing general work
experience and capabilities of staff.
• Names and qualifications of all full-time employees dedicated to technical
services that are expected to serve on the project.
• Names and qualifications of any engineers or sub-consultants not on staff but
expected to be utilized.

• Estimated Time of Completion in business days for each segment of work such as
design, permitting, bid, award, and construction.
• Brief proposal detailing tasks necessary to complete the Scope of Work.
• Relevant project experience and references.
• Disclose any known claims for losses, professional negligence, damages, or
indemnification, or ongoing litigation or arbitration dealing with engineering
services by your firm or its partners/principals for the last 3-years.
• Include brief narrative about the proposed project based on the CAD files and
other data shared by the City. (email RFQ contact for project file link)
6. Evaluation & Scoring Criteria
Statements of Qualifications will be evaluated using the following weighted criteria:
• Project Understanding & Approach – 25%
• Relevant Experience with Similar Projects – 25%
• Qualifications of Key Personnel & Sub-consultants – 20%
• Schedule & Time of Completion – 15%
• Past Performance & References – 15%
7. Selection Process
The City will rank firms based on qualifications. The highest-ranked firm will be invited
to negotiate scope, schedule, and fee. If negotiations are unsuccessful, the City may
proceed to the next ranked firm.
8. City Rights
The City of Portland reserves the right to reject any or all submissions, waive
informalities, and select the firm deemed to be in the best interest of the City.
All costs associated with the preparation and submission of the RFQ is solely the
responsibility of the firm submitting the SOQ.
Questions, Clarifications, and Addenda
Questions regarding this RFQ shall be submitted in writing via email to the City contact
listed herein no later than: 4:00 PM (Central Time) on February 20, 2026
• All questions must be submitted by the stated deadline. Verbal inquiries will not
be accepted.
• Responses to questions and any required addenda will be issued in writing and
distributed to all known respondents. It shall be the responsibility of each firm to
monitor for issued addenda and to acknowledge receipt of all addenda in their
Statement of Qualifications.
• No interpretation, clarification, or change to the RFQ shall be binding unless
issued by the City in the form of a written addendum.
• In the event of inclement weather, or other unforeseen circumstances that
prematurely close normal business operations of the City, notification of a new
submission deadline will be posted when conditions allow.
