Summary

The Charles County Board of County Commissioners is seeking qualifications from experienced federal lobbying firms to provide strategic representation and advocacy services that support the County’s Economic Development Department (EDD) federal engagement priorities. This work will focus on advancing economic development opportunities related to the Western Charles County Technology Corridor, Naval Support Facility Indian Head (NSF IH), and the Naval Surface Warfare Center, Indian Head Division (NSWC IHD).

The selected firm will also provide strategic support to the Charles County Military Alliance Council (MAC), a key regional partner that promotes the strength, sustainability, and growth of the County’s military and defense community.



Background

Charles County is home to one of the region’s most strategically significant federal assets—NSWC IHD, a critical component of the U.S. Navy’s Energetics Enterprise. The County’s Western Technology Corridor is being positioned as a premier location for technology-based industries, defense innovation, research and development, and public-private partnerships (P3s).

This initiative aligns with local, state, and federal priorities to strengthen regional economic resilience, workforce development, and technology transfer opportunities. Collaboration with NSF IH, NSWC IHD, and the Military Alliance Council will be essential in advancing these shared objectives.
