INTRODUCTION AND BACKGROUND
Morrow County, Oregon (the “County”) is requesting Statements of Qualifications
(SOQs) from qualified engineering firms to provide professional engineering services on
an on-call, as-needed basis. The selected consultant(s) will serve as Engineer of
Record and provide technical, design, review, and advisory services for County-owned
facilities, infrastructure, and capital improvement projects.
REQUEST FOR QUALIFICATIONS | Engineer of Record
Morrow County is located in north-central Oregon and includes urban, rural, and
industrial service areas. County responsibilities include administration and maintenance
of public facilities, transportation infrastructure, utilities, emergency services facilities,
and other public assets. The County seeks a consultant with demonstrated experience
supporting public-sector clients in similar environments.
The purpose of this RFQ is to identify one or more qualified engineering firms to provide
professional engineering and related services for Morrow County. Services will be
performed on a task-order or on-call basis. The selected consultant(s) will work closely
with County staff and may support planning, design, permitting, bidding, and
construction phases of projects.
The County anticipates entering into an on-call professional services agreement with
the selected consultant(s) for a two (2) year initial term, with the option to renew for
additional periods at the County’s discretion, subject to satisfactory performance,
funding availability, and mutual agreement.
It is the responsibility of each Proposer to regularly check the County’s website
https://www.morrowcountyor.gov/rfps for any addendums, clarifications, modifications,
or other changes to this RFQ.
The County shall not be responsible for a Proposer’s failure to obtain or review
addendums or other RFQ updates. Submission of an SOQ constitutes acknowledgment
of receipt and consideration of all addendums issued.
SCOPE OF SERVICES
Services may include, but are not limited to, the following:
1. General Engineering Services: Planning, design, analysis, permitting, bidding
support, and construction phase services for County facilities and infrastructure,
including but not limited to buildings, utilities, roads, drainage, and emergency
systems.
2. Provide infrastructure impact analysis, as needed. Assistance with capital
improvement planning, project identification, cost estimating, scheduling,
feasibility studies, and infrastructure assessments.
3. Design and Construction Documents, Preparation of engineering plans, technical
specifications, and construction documents suitable for permitting, bidding, and
construction.
4. Regulatory and Agency Coordination, Coordination with federal, state, and local
agencies having jurisdiction. Assistance with permits, compliance, and agency
reviews.

5. Perform engineering services related to property acquisitions, condemnations,
forfeiture activities, public improvements, improvement districts, rights-of-way,
easements, code enforcement, annexation, and matters related to special
assessments and public utilities.
6. Assist with (a) budgeting, planning, and rate studies, as requested by County,
and (b) recommendations for modifications to engineer-related ordinances,
construction standards, and specifications.
7. Technical assistance to support grant applications, funding compliance, and
reporting requirements when requested.
8. Serve as County’s project manager for public improvement projects (including
projects prepared by other engineers).
9. Review preliminary design drawings and design calculations for compliance with
(a) applicable federal, state, and local laws, rules, regulations, and/or ordinances,
and (b) sound engineering practices. Review final drawings and, after
acceptances, stamp and sign drawings.
10. Attend pre-application, pre-construction, planning commission, and/or County
Board of Commissioner meetings, as requested by County.
11. Periodically visit and review project construction sites in order to ensure
compliance with applicable federal, state, and local laws, rules, regulations,
and/or ordinances and plans and specifications.
12. Review and formulate updates to County master plans and feasibility studies, as
needed. Subconsultants may be used, subject to written approval by County, on
design projects and/or when supplemental expertise is necessary and/or
appropriate.
13. Provide technical assistance concerning dams, storage reservoirs, canals,
ditches, dikes, levees, lagoons, and all other structures, facilities, improvements,
and property necessary and convenient for draining land, controlling flood or
surface waters, and/or supplying water for irrigation, municipal supply, and other
purposes.
14. Any additional services the County may request from time to time.
MINIMUM QUALIFICATIONS
Firms responding to this RFQ must meet the following minimum qualifications:
1. Be licensed and in good standing to practice engineering in the State of Oregon.

2. Demonstrate experience providing engineering services to public-sector clients of
similar size and complexity.
3. Demonstrate the ability to provide timely, responsive on-call services.
STATEMENT OF QUALIFICATIONS FORMAT
SOQs shall be concise, clearly organized, and shall not exceed twenty (20) pages,
excluding the cover letter and tabs. One page is defined as one side of a single 8-
1/2"x11" page, with 11-point minimum font size for substantive text.
Minimum Qualifications (Proposer must meet the following minimum qualifications):
1. Be a licensed Engineer in the State of Oregon
2. Demonstrate experience with public sector engineering of similar size and
scope of the services being requested.
SCORED CRITERIA
A total of 100 points is available for the scored criteria.
1. Firm Background and Capabilities (20 Points)
Brief information concerning firm (e.g., background, size, types of services
provided, experience, and types of similar engagements). Describe the firm's
capabilities and experience to perform county engineering services. (20 points)
2. Key Personnel (20 Points)
Provide information for the project manager and other key team members who
will be assigned to County, their roles and responsibilities, and their qualifications
and experience. Discuss who will interact with County and the organizational
structure that will be proposed to provide on-call county engineering services.
Discuss subcontractors that will be available to County, if any, and why their
services are important. (20 points)
3. Understanding of County Needs (20 Points)
Demonstrate a clear and concise understanding of the County’s need for the

services and for the role of a County Engineer in a small community. Specific
examples and insights are encouraged. Include a description of the firm's
approach to communicating with different departments, and what policies the firm
will follow when interacting with the County on projects and on a day-to-day
basis. (20 points)
4. Local Knowledge and Availability (20 Points)
Provide a description of the firm's knowledge and experience performing work for
the County, including your teams past performance history with the County and
familiarity with County's infrastructure. Describe your staffs ability to attend
meetings with the County and to work efficiently in the project vicinity. (20 points)
5. References (20 Points)
Include at least five references from clients of similar size for whom similar
services have recently been provided. Include client contact, phone number, and
email address. (20 points)
