Request for Qualifications (RFQ) - Hearing Officer Services

Proposals shall be received by COM via email by no later than 3:00 p.m. the day the quotes are scheduled to be due (June 17, 2025).

The Ohio Department of Commerce (COM) is soliciting qualifications from attorneys admitted to the practice of law in Ohio (as required by R.C. 119.09) for the purpose of selecting multiple qualified individuals to serve as administrative hearing examiners.
Attorneys responding to this RFQ must have a current and valid license to practice law in Ohio.  Attorneys will be chosen based on their qualifications, as evaluated according to the standards set out in this document.
The rate of compensation for the selected attorneys’ billable hours will be $90.00 per hour, not to exceed twenty-five thousand ($25,000.00) dollars per State of Ohio fiscal year. Attorneys selected as administrative hearing examiners are not guaranteed a minimum number of hours.
COM is not required to request the services of any administrative hearing examiner with whom it executes a contract. The contracts expected to result from this RFQ will be in effect from approximately July 1, 2025, through June 30, 2027, pending all required approvals, with the possibility of a contract renewal up to two (2) additional State of Ohio fiscal years.
