Request for Qualifications (RFQ) for Parks, Recreation, and Open Spaces Master Plan

The City of Melissa is requesting qualifications from qualified consulting firms to provide professional services to the City to create a Parks, Recreation, and Open Space Master Plan. The selected firm will have proven experience and knowledge in park and recreation planning, project management, and effective public involvement processes and work closely with City staff, the Melissa Community & Economic Development Corporation (MCEDC), and City Council in preparing the plan.

The solicitation, submittal receipt, evaluation and final decision selection will substantially conform to this schedule. The Timeline for selecting a firm is as follows:

Firm Oral Presentation/Interviews with City Staff: May 16, 2025
Potential City Council approval by: May 27, 2025

All communication must be in writing only. All questions must be submitted in writing by April 18, 2025. Responses will be posted to the City’s website and sent to all proposers by April 25, 2025.
