REQUEST FOR QUALIFICATION
VILLAGE OF WOODRIDGE – PUBLIC WORKS BUILDING
REQUEST FOR PRE-QUALIFICATION TO BID - GENERAL CONTRACTOR
INVITATION TO BIDDERS TO PREQUALIFY
FOR THE WOODRIDGE PUBLIC WORKS BUILDING
The Village of Woodridge announces that submittals are now being accepted to prequalify
bidders for the construction of a new public works building. Complete general contracting
services only are sought. Subcontractors or suppliers interested in providing services for
material or materials for portions of the work will not be considered or responded to at this time.

PROJECT DESCRIPTION
This project will include the construction of a public works building (≈ 68,000 sf) on the
same campus as the Woodridge Police Station located at 7215 Janes Ave, Woodridge,
IL 6051.
Construction value is estimated to be in the range of $20 million.

PROJECT SCHEDULE
The bid documents are anticipated to be available to prequalified contractors in
January/February 2026. The bid period will be 4 weeks. Contract Award is scheduled for
March/April 2026.
A 16-18 month construction period is anticipated.

PURPOSE OF PREQUALIFYING BIDDERS
The Village intends to award a general contract for the construction of the new public
works building via a lump sum bidding process with prequalified contractors. The
purpose of prequalifying general contractors is to ensure that appropriate standards of
ability, experience, performance and financial integrity are met. Potential general
contractors will be comparatively judged on the basis of, but not limited to, financial
criteria, organization of personnel, experience of personnel, completion of work similar in
scope and performance and quality of work previously completed.

PREQUALIFYING PROCESS
The prequalification process will consist of separate and distinct steps. The first step
consists of the submission of all required information and documentation. A respondent
who fails to submit the required information and documentation will not be considered to
proceed to the second step. The second step will consist of interviews with a selected
shortlist of general contractors. Dependent on the quantity and quality of submittals a

virtual interview may be utilized before making a selection for finalists through an in-
person interview. Shortlist interviews are planned for December/January.

SELECTION OF PREQUALIFIED BIDDERS
At the end of the selection process, an approximate number of four to seven of the most
qualified bidders from those submissions received will be prequalified by the Owner.
The list of prequalified bidders will be advised. Only those prequalified bidders
appearing on the list will be allowed to submit bids.

SUBMISSION
Interested General Contractors must complete AIA Document A305-2020, Contractor’s
Qualification Statement together with the Supplement to the Contractor’s Qualification
Statement. This material will be available online at http://www.woodridgeil.gov under
“My Government,” “Finance,” and “Bids Purchasing” or directly at
https://www.woodridgeil.gov/my_government/finance/bids_purchasing.php beginning on
11/03/25.
Interested contractors may submit requests for information (questions) to Chris
Giacalone via the following e-mail cgiacalone@ccsdifference.com by 2 PM on 11/24/25.
The subject line for requests for information shall be Village of Woodridge – Public
Works Building - Prequalification RFI”. Questions will be responded to and posted via
addendum to the Village website by 11/26/25.
Submissions shall be sent to Chris Giacalone via the following e-mail,
cgiacalone@ccsdifference.com, by 2 PM on 12/04/25. The subject line for submittals
shall be “Village of Woodridge – Public Works Building - Prequalification Materials”.
Failure to perform the above may deny participation in the prequalification process to the
bidder by the Owner.
An electronic set of preliminary drawings prepared by Kluber Architects + Engineers, Inc.
delineating the scope of the project will be made available for review only upon email
request to Chris Giacalone.
