Request for Qualifications: On-Call Construction Management Services - South Holyoke Homes Phase 3

The Holyoke Housing Authority (HHA) is seeking qualified General Contractors to provide construction services for an affordable housing project, South Holyoke Homes Phase 3. HHA is the developer of South Holyoke Homes and is planning a new construction 40-unit tax credit project at 662 South East Street in Holyoke. The four-story, all-electric, elevator building has received tax credit funding and is slated to begin construction in late 2026 or early 2027.

This Request for Qualifications (RFQ) is the first phase of a two-phase procurement process. HHA will evaluate submitted responses based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a bid in response to an Invitation for Bid (IFB) which will be issued in the second phase of the procurement process. Firms interested in being prequalified must demonstrate that they have prior tax credit development experience with at least three completed tax credit projects in the last ten years.
