REQUEST FOR QUALIFICATIONS MS4 PROGRAM PROFESSIONAL ASSISTANCE

Cass County, Missouri is requesting statements of qualifications from qualified firms to provide professional assistance in support of the County’s Municipal Separate Storm Sewer System (“MS4”) program and related stormwater compliance obligations. Services may include, but are not limited to, assistance with MS4 permit compliance, stormwater program development and implementation, annual reporting, recordkeeping, mapping, illicit discharge detection and elimination, public education and outreach, construction site runoff control, post-construction stormwater management, pollution prevention and good housekeeping measures, staff training, inspections, ordinance and policy support, and coordination with regulatory agencies. Responding firms should demonstrate experience with MS4 compliance and stormwater-related services for counties, municipalities, or other public entities, familiarity with applicable federal and Missouri requirements, and the ability to provide qualified personnel and timely support.

Statements of qualifications should include:

1. A cover letter with contact information.

2. A brief description of the firm and its qualifications.

3. A summary of relevant experience with MS4 or similar stormwater programs.

4. Identification of key personnel.

5. References for similar work.

Submittals may be evaluated based on the firm’s experience, qualifications, personnel, responsiveness, past performance, and overall ability to meet the County’s needs.

Submittals should be marked: RFQ – MS4 Program Professional Assistance.

Statements of qualifications must be received by May 1, 2026 at Noon and delivered to:
