The City of West Des Moines (City) is soliciting through the RFQ process, statements of qualifications for Construction Manager at Risk (CMaR) services to provide pre-construction and construction services for a proposed expansion to MidAmerican Energy Company Rec Plex consisting of an approximately 96,000 square foot addition which shall include a third sheet or ice and support spaces, concluding with supervision/construction services to implement the approved project scope. The request invites qualified firms to submit an SOQ for accomplishment of the items of work described below under the Project Description and Scope of Work.
After evaluation of the RFQ process, the City will release a Request for Proposals (RFP) to qualified firms. After the City selects the successful proposer, the City will negotiate a contract with the successful proposer.
Proposal Timeline

• Notice of Intent to engage CMaR: January 22, 2025

• Request of Qualifications Release: February 6, 2025

• RFQ Responses Due by 2 p.m.: February 19, 2025

• Request for Proposal released to qualified firms: March 4, 2025

• RFP Due by 2 p.m.: March 19, 2025

• Interviews: Week of March 24, 2025

o Interview date and times will be issued within the RFP

• Ranking Evaluation Complete: April 4, 2025

• Tentative Contract Award: April 7, 2025

Please submit an electronic response via The City of West Des Moines’ Ionwave by 2:00 p.m. on February 19, 2025

RFQ responses that are incomplete or are received after 2:00 p.m. on February 19, 2025 will not be considered. The Electronic file shall be clearly marked “MidAmerican Energy Company Rec Plex Expansion – CMaR RFQ Response”
The City will open and read aloud the names of the firms who submit Statements of Qualification. The City reserves the right to waive any deficiencies in any SOQ responses and to decide which firms are qualified to submit a proposal in the best interest of the City.
