Request for Qualifications - Land Surveying Services
  • Scope - Scope - The County of Fairfax, Virginia, Department of Public Works and Environmental Services (DPWES) is soliciting statements of qualifications from consultant firms to provide Land Surveying and related professional services at various locations in Fairfax County under a Basic Ordering Agreement (BOA). Fairfax County intends to award up to two contracts with a ceiling amount of $1,000,000 per year. The amount authorized for any one project shall not exceed $1,000,000. The contracts will be for a one-year period, with the County’s option to renew for four additional one-year periods. The amount and/or type of surveying work to be completed under this contract will be specified on a project-by-project basis.

Request for Qualifications Land Surveying Services
Basic Ordering Agreement
The County of Fairfax, Virginia, Department of Public Works and Environmental
Services (DPWES) is soliciting statements of qualifications from consultant firms to
provide Land Surveying and related professional services at various locations in Fairfax
County under a Basic Ordering Agreement (BOA). Fairfax County intends to award up
to two contracts with a ceiling amount of $1,000,000 per year. The amount authorized
for any one project shall not exceed $1,000,000. The contracts will be for a one-year
period, with the County’s option to renew for four additional one-year periods. The
amount and/or type of surveying work to be completed under this contract will be
specified on a project-by-project basis.
No projects have been identified, nor is there a guarantee that any will be. However,
previous contracts have resulted in task orders for land surveying and related professional
services for the design and construction of a variety of projects. Previous contracts
yielded project assignments such as topographic, boundary, construction, bathymetric, as-
built, and other surveys as required for sanitary sewer, sidewalk and trails, storm
drainage, stream and storm facility rehabilitation, roadway, bus shelters/bus stop safety,
neighborhood improvement, and commercial revitalization type projects. The survey
contract(s) may be used when the work cannot be performed by County forces due to
workload volumes and or completion schedules requirements. Firms should have
experience in the following areas:
Conventional and GPS Surveying: These services will be used to provide horizontal
and vertical location of existing conditions information for the engineering design of
the above-mentioned types of projects. Additional services may include stake out of
construction projects and right-of-way takings;
Photogrammetry: Photogrammetric mapping and ground run survey combinations
will occasionally be required to achieve safety and/or budgetary goals for larger
projects; and
Ground Based Laser Scanner Surveying: These services will occasionally be
required to achieve motorists and worker safety, and/or budgetary goals.
Consultant teams that wish to be considered for this project must submit eight (8) copies
of their statement of qualifications to Wayne Kotter, Director, Utilities Design and
Construction Division, 12000 Government Center Parkway, Suite 463, Fairfax, Virginia
22035-0056. The qualifications submitted should include all required disciplines noted
above. The qualifications submitted should include:
Statement of Interest;
GSA Standard Form 330 Part I and Part II for the primary firm and all major sub-
consultants;
All statements of qualifications shall be delivered no later than 4 p.m., local prevailing
time, September 11, 2019. Submissions received after this time or incomplete
submissions will not be considered. The statement of qualifications shall not exceed
thirty (30) pages of data (fifteen sheets printed front and back, or thirty sheets of single
sided print with no greater than 12-point letter size) including 330 forms.
A Selection Advisory Committee (SAC) will review and evaluate the statements of
qualifications for all firms based on the criteria listed below. Each criterion will be rated
on a scale ranging from 0 to 4 with 0 being unacceptable and 4 being excellent. In
addition, each criterion has been assigned a weight factor based on importance with 1
being of low importance. These criteria will be used in determining the short list of firms
to invite for interviews.

Interviews from a short list of selected firms are projected to be held in October 2019.
The County will conduct negotiations for these services with the top-rated firm(s) that is
selected for this project. If a satisfactory fee, schedule and terms can be negotiated with
the top-rated firm(s), a contract will be awarded. If not, negotiations with the top-rated
firm will be terminated in writing and negotiations will begin with the firm(s) ranked next
highest, and so on.
The County intends to distribute assignments for multiple projects to the contracts
considering the following factors:
The response time to request for proposal, and the overall project schedule
proposed;
Specialized services offered such as hydrographic surveys or surveys by
photogrammetric methods, laser scanning or other specialized methods;
Previous experience with projects that are similar or in the same area;
Track record of meeting proposed schedule;
Track record of quality assurance; and
Dollar amount of previous task orders authorized.
Fairfax County is committed to paying a living wage to all qualified County employees
and encourages contractors and subcontractors involved in all County programs, services,
and activities to pay a living wage to their employees. Further, as part of Fairfax County
