Description: Granville County (“County”) is conducting a qualification-based selection process for firms experienced in public recreational and facility planning / design services who wish to be considered for providing such services to the County as more particularly described herein. The County has recently acquired approximately 27.51 acres, formerly known as GC Hawley Middle School, located at 2173 Brassfield Road, Creedmoor, NC. The existing 90,000 square foot educational building is currently being demolished to prepare for the design and development of the recreational site. An overview map is attached to this RFQ showing the property location. Qualified firms that can demonstrate experience working with North Carolina's local governments, and who have extensive experience working with grant agencies are encouraged to respond. The County encourages proposals submitted by small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. Firms that do not have all services in-house may include subcontractors who will be part of their project team in their response. Contracts for services shall be negotiated on the basis of demonstrated competence and qualifications. All necessary staffing, management, supervision, materials, equipment, and supplies shall be provided by the firm(s) to complete the identified services. Notwithstanding anything herein to the contrary, the County reserves the right to cancel this RFQ at any time and solicit new responses. Please take note of the following important requirements:
(1) All materials shall be submitted electronically in Adobe Acrobat 9.0 (or later) PDF format
(preferably in one file) by the date indicated in the schedule below. No printing, binding,
or other paper handling is required. Paper submittals will be accepted but will not be
accepted in lieu of an electronic copy.
(2) Submittals may be color or black/white and all portions must be 8½” x 11” portrait
orientation.
(3) Submittals may include spreadsheets, graphics, logos and any other "objects" embedded in
the file.
(4) A cover letter may be inserted after page one and WILL be counted as part of the total
page limitation.
(5) Links or references to websites will not be allowed. A submittal must be received. Passive
activities are not permitted.
(6) Submittal (all pages and sheets) is limited to a maximum of 25 pages (front and back
equals 2 pages).
(7) The Statement of Qualifications shall be signed by an authorized representative of the
professional services firm.
The submittal shall address each of the following:
A. GENERAL INFORMATION
1. Firm name, address, phone and fax numbers, e-mail address, and contact person(s).
2. Year in which the firm was established and any former names under which the firm
operated.
3. The name of the person(s) authorized to represent the proposer in negotiating and
signing any agreement which may result from the proposal.
4. Names of key personnel, including professional affiliations, licenses, and other relevant
background information of key personnel.
5. Statement of the qualifications of the firm and its key personnel who would work on
County projects.
6. List what services are typically provided by the firm.
7. Identify proposed project architect (person directly responsible) and proposed
principal-in-charge and/or project manager, if different from the project architect and
include resumes for each. Include five (5) projects the proposed architect completed in
the last five (5) years for the type of project specified in this RFQ. For each project,
include size, scope, cost, location, date completed versus the original scheduled

completion date, initial budget versus actual cost, and the percentage of change orders
issued for the project.
8. List any subcontractors that would be proposed to work on the project, if the scope of
any part of the project is greater than is possible by the firm alone.
9. Provide three (3) client references. Government project references are preferred.
Provide one reference from a financial institution.
10. Provide an anticipated timeline that your firm will be able to meet, including starting on
time and ending on time.
11. Provide a schedule of professional fee hourly rates.
12. Describe previous litigation or arbitration in which your firm has been involved and the
outcome during the past five (5) years.
13. State any history or present condition that would put the firm in a conflict of interest in
the design and/or construction of the project.
14. Attach any other supporting material to your response.
15. Provide your Architect’s license number and confirmation that the proposer is duly
licensed by the North Carolina State Board of Architecture and Registered Interior
Designers to engage in the practice of architecture as such term is defined in G.S. 83A-
1(7).
B. PROJECT APPROACH: A brief description of the firm's understanding of and approach to
the tasks is required for a successful project. Include a proposed scope of services listing
specific anticipated work tasks.
C. SIMILAR EXPERIENCE: Describe experience of your firm with similar projects in detail.
Include specific projects, names and the description of the work completed, client names
and individuals with telephone numbers of one individual to contact for reference for each
project listed.
1. Photographs, maps, layouts or other supporting material from similar projects are
encouraged.
2. For project references, please give the person’s title along with their relationship to
either a particular project or how they are acquainted with the firm. Email addresses
and telephone numbers should be listed.
D. PROJECT TEAM
1. Multi-firm “teaming” is acceptable to provide the best-qualified professionals for this
contract.
2. Provide a graphical representation of your team organizational chart, including the
firm’s name, individuals involved, and the role they will perform (principal-in-charge,
project manager, engineer, surveyor, planner, economist, etc.).
3. Provide a description of the qualifications and experience of the specific individuals
that will be involved in this project, including the staff of other professional firms to be
used (provide registration numbers and expiration dates of architects, planners,

engineers, surveyor, etc. for verification). Identify their experience with similar type
projects.
4. Identify the person who will be the point of contact for the County and who will
coordinate the work of others within the firm(s) providing services to the County.
E. COST CONTROL & SCHEDULING
1. Describe your firm’s method of keeping a task or project on schedule and within
budget.
2. Creative techniques that minimize research and work redundancy while providing a
comprehensive effort should be described.
3. The firm shall ensure that sufficient staff are always available and assigned to the
project.
4. The submittal should describe workload capacity and level of experience
commensurate with levels of service required by the County.
F. INSURANCE: Provide current Certificate(s) of Insurance listing all coverage provided for the
firm.
G. Confidentiality of Documents: North Carolina General Statute Chapter 132, Public Records,
governs the accessibility of records compiled by NC Governmental Entities. In general, all
documents submitted in response to this Request for Qualifications are subject to public
disclosure unless specifically exempted by N.C. Gen. Stat. §132-1.2 and §66-152 which
provide definitions and protection of certain documents and information from public
disclosure that constitute a “trade secret,” provided it meets the specific conditions as
outlined in N.C. Gen. Stat. §132-1.2(1)a-d. The County will attempt to withhold from public
disclosure, or redact documents or information, designated “confidential trade secret” that
clearly meet the conditions of N.C. Gen. Stat. §1321.2(1)a-d to the extent that it is entitled
or required to do so by applicable law. Regardless, The County shall not be held responsible
for any information that is released, nor shall the County be held responsible for nor pay
any penalty or expense in relation to information so released. Any submission marked
“confidential” or “trade secret” in its entirety may be rejected at the sole discretion of the
County.
III. SELECTION CRITERIA
The selection of the firm shall be based on proposal information exhibited in both written
and graphic form and personal interviews (if conducted).
Minimum Qualifications: The County will review proposals received to determine whether
each proposer meets the following minimum qualifications:
1. a North Carolina Design Professional duly licensed to provide the services as reflected
within this request;
2. ability to provide the services needed by the County to the standards required by the
County and State; and
