REQUEST FOR QUALIFICATIONS FOR ENGINEERING AND ARCHITECTURAL SERVICES
The City of Fanning Springs is advertising this Request for Qualifications (RFQ) from qualified individuals or firms to provide Engineering and Architectural Services for the design and permitting of a new fire station, with a possible option to enter into a continuing services contract in order to perform potential future projects if desired by the City.
The City of Fanning Springs has been awarded funding through the Florida Department of Financial Services Division of State Fire Marshal to complete the design and permitting of new fire station.
Services will include all tasks required to complete the initial planning and design phase from site study/analysis through the completion of construction plans and project budget.  This may include, but is not be limited to the following tasks: complete project site study/assessment and building design/plans, compliance with all applicable environmental review requirements, develop building construction plans and an accurate cost estimates/budget, contract development (prepare and provide construction bidding and contract documents), and other requirements to prepare a shovel ready project.
RFQs will be considered on an equally competitive basis, using the following criteria:
(1)	Successful experience in working with small cities and counties on similar projects  Max. 25 points;
(2)	Proposed approach to local and project needs,  Max. 25 points;
(3)	Familiarity or ability to quickly become familiar with local conditions  Max. 25 points;
(4)	Qualifications/experience of project staffing and management  Max. 25 points;
(6)	In case of a tie, a Certified MBE/WBE/DBE firm will be given priority. Certification documentation must be submitted with proposal.
One (1) original and five (5) copies of sealed proposals marked SEALED RFQ FOR ENGINEERING AND ARCHITECURAL SERVICES must be received by 3:00 p.m., September 14, 2026 at Fanning Springs City Hall, 17651 NW 90 Ct., Fanning Springs, Florida 32693, ATTN: Sherlene Michaelis, City Clerk, in order to be considered.  The City does not accept any responsibility for late deliveries/late submittals.  Additional information on the project may be obtained from Sherlene Michaelis, City Clerk, at (352)463-2855. Proposals will be opened and scored as soon as possible after the submission deadline. 
Evaluation and selection will be determined through the Citys normal process of a City Council designated evaluation and scoring committee, followed by a recommendation to the City Council, at a time and place to be determined by the City. Any contract resulting from the process will be subject to review and will be fashioned in a manner to protect the interests of the City.
The City of Fanning Springs reserves the right to reject any and all RFQs, to waive any informalities or irregularities in the RFQ process, and to award the contract to the most responsive and responsible RFQ. The contract may be contingent upon the City of Fanning Springs receiving a funding award and release of funds by the funding agency.
In accordance with Chapter 287.133(2)(a), Florida Statutes, a person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal.
MBE/WBE firms are encouraged to submit a RFQ.
