Description
The DeKalb Regional Land Bank Authority (DRLBA) invites proposals from qualified real estate agents to be considered for inclusion in the Qualified Agent Pool to provide real estate services including acquisition, marketing, and sales. The primary focus of this Request for Qualifications (RFQ) is to identify agents capable of providing professional real estate services to DRLBA. Once qualified, agents will remain in the Qualified Agent Pool for a period of three (3) years.
Through the execution of its programmatic initiatives, DRLBA periodically acquires, markets, and sells properties including vacant land, single-family properties, multi-family properties, commercial properties, and industrial properties. These activities may involve individual transactions or portfolio-based transactions involving multiple properties (greater than 50). The property status may include listed, REO, investor-owned, foreclosed, abandoned, bank-owned, short sale, for sale by owner, tax delinquent, MLS listings, commercial, industrial, and multi-family. All DRLBA properties may include improved properties containing structures or vacant land.

All inquiries must be received by the above-referenced date and time and must be directed to the
noted Points of Contact below. If necessary, written responses to these questions will be
provided to all interested Agents by the date and time stipulated in the calendar of events.
PROPOSAL SUBMISSION
Proposals will be accepted until 5:00 PM (EST) on August 21, 2026. Statements of
Qualifications (SOQs) shall be submitted electronically through BidNet Direct no later than 5:00
PM (EST) on Friday, August 21, 2026. Late submissions will not be accepted.
Please Note: Agents are responsible for reading this Request for Qualifications (RFQ) in its
entirety, including any updates and revisions. By submitting a response to this solicitation,
Agents acknowledge that they have read the entire document and are responding with full
knowledge of all terms, conditions, and requirements as set forth. If Agents are awarded a
contract pursuant to this RFQ, such award is subject to agreement of contractual terms by the
DRLBA.
GENERAL INFORMATION
A. Pursuant to the Georgia Land Bank Act, O.C.G.A. 48-4-100 et seq., the DeKalb Regional
Land Bank Authority (DRLBA) was established through an Intergovernmental Agreement
effective January 30, 2020 between DeKalb County, Georgia, and the City of Lithonia,
Georgia. The Intergovernmental Agreement established DRLBA as a public body corporate
and politic for the purpose of acquiring, managing, maintaining, marketing, and disposing
of eligible properties in accordance with the Georgia Land Bank Act and other applicable
laws.
B. In carrying out this purpose DRLBA shall, in accordance with applicable laws and codes,
acquire title to certain tax delinquent properties which it will in turn inventory, classify,
manage, maintain, protect, rent, lease, repair, insure, alter, sell, trade, exchange or
otherwise dispose of under such terms and conditions as determined in the sole discretion
of DRLBA.
C. In further carrying out this purpose, DRLBA may, in its discretion, and in conjunction with
the Parties' respective School Districts, extinguish past due tax liens from property
foreclosed upon by the Parties in their tax collection capacities.

Funding for DRLBA's operations is primarily provided through annual appropriations from
DeKalb County and the City of Lithonia, supplemented by revenue generated from land bank
property transactions.
SCOPE OF WORK
Services to be performed include the following:
Interface with sellers of listed and non-listed properties and coordinate all written and verbal
communications and negotiations, and structuring of all transactions.
Draft offers, amendments, and/or addendums related to the purchase of targeted property.
Interface with all applicable buyers and coordinate all written and verbal communications,
negotiations, and structuring of all transactions.
Draft listings, amendments, and/or addendums related to the sale of specific properties.
Coordinate execution of all transaction documentation relating to offers, listings,
amendments and/or addendums by a DRLBA Board Member.
Provide timely updates to project status and tracking documentation to ensure
communication with all program stakeholders and resources.
Comply with all existing internal and external processes and procedures to facilitate
transactional responsibilities.
Coordinate the maintenance of all records related to all transactions.
Prepare Comparative Market Analyses (CMA) and marketing plans to present to DRLBA
Staff and/or Board Members before taking listings to market.
Arrange for access to properties targeted for purchase by DRLBA for appraisers, inspectors,
DRLBA staff, and any other applicable individuals.
Arrange for access to property for sale by DRLBA for interested buyers, appraisers,
inspector, DRLBA staff, and any other applicable individuals.
Become familiar with DRLBA and its applicable programs and be able to articulate to
sellers, buyers, and/or their representatives.

Brokerage services may involve both improved properties (with existing structures) and
vacant land, depending upon DRLBA's operational needs.
Schedule and coordinate closings with all necessary parties.
MINIMUM QUALIFICATIONS
To be considered for inclusion in the DRLBA Qualified Agent Pool, Respondents shall satisfy the
following minimum qualifications:
A. Licensing
Hold a current Georgia real estate license in good standing.
Be affiliated with a brokerage licensed to conduct business in the State of Georgia.
Provide written authorization from the qualifying broker permitting the Respondent to submit
qualifications on behalf of the brokerage.
B. Agency Experience
Demonstrate a minimum of three (3) years of continuous brokerage operations.
Provide the agency's history and real estate experience for the previous three (3) years,
including office locations, organizational structure, primary service area, number of licensed
agents, and representative transactions.
Clearly distinguish the experience of the brokerage or agency from the experience of the
individual agent(s) proposed for DRLBA assignments.
C. Required Areas of Qualification
Respondents shall identify each area in which Agency possesses demonstrated experience. Check all
that apply and provide supporting examples for each category selected. Supporting examples should
identify representative projects completed within the previous three (3) years.

Respondents shall provide a brief narrative describing their experience, the approximate number of
transactions completed in each selected category during the previous three (3) years, and the role as an
agency in those transactions.
D. Affordable Housing and Regulatory Experience
Describe the Respondent's experience with affordable housing programs and applicable U.S.
Department of Housing and Urban Development (HUD) requirements and regulations, including
experience with Area Median Income (AMI) requirements, down payment assistance, soft-second
financing, government-assisted housing programs, and neighborhood revitalization initiatives.
EVALUATION OF PROPOSALS
1. Evaluation Committee - Proposals received will be evaluated by a committee consisting of DRLBA
Staff, DRLBA Board of Directors, and selected professionals.
2. Review of Proposals - The Evaluation Committee will use a two-step method to render a decision on
the selection of agents as members of the Qualified Agent Pool.
Step 1. Proposals must meet certain mandatory criteria in order to qualify for further evaluation. Any
"no" answer to the first four questions will disqualify the proposal. A "yes" answer to the fifth question
will require a written explanation and may disqualify the proposal.
Does the Agent have broker approval to respond to this RFQ? Yes No
Is the Agent properly licensed and in good standing with GREC? Yes No
Does the Agent have access to standardized real estate forms associated with their brokerage? Yes No
Does the Agent have access to either First Multiple Listing Service (FMLS) or Georgia Multiple Listing
Service (GAMLS)? Yes No
Has disciplinary action been taken, or is it pending against the Agent? Yes No
Step 2. Proposals will be scored using the following technical criteria. Points for each question will range
from 0 to 15. The maximum technical score is 90 points. Proposals should address each question.
Does the proposal fully respond to the needs of DRLBA? (0-5)
Does the Agent possess sufficient experience with conducting due diligence, structuring, negotiating,
documenting, and closing real estate purchases and sales to perform the required services over at least

three years? (0-15)
Has the Agent demonstrated sufficient stability, continuity of operations, and resources to provide
reasonable assurance of its ability to perform the required services over at least three years? (0-10)
Has the Agent performed similar services for other local governments, or has there been experience
working with the City of Decatur and DeKalb County? (0-10)
Has the Agent performed services for any non-profit organizations? (0-5)
How experienced and credentialed is the Agent or team that will be involved? (0-10)
Does the proposal adequately describe in a clear, concise, and understandable manner the work to
be performed and procedures to be used? (0-15)
Does the Agent demonstrate experience with soft-second subsidies, AMI requirements, and down payment
assistance programs? (0-10)
Do the Agent's provided references confirm satisfactory performance on similar real estate transactions?
(0-10)
PROPOSAL FORMAT AND REQUIREMENTS
To ensure that your proposal will be properly evaluated, you are asked to submit it in the format
listed below. Standard proposal formats are acceptable provided the following information is
included. Total proposal length, excluding cover letter, should not exceed 15 pages.
The title page should include the proposal subject, the Agent's name, address, phone and fax
numbers, email address, contact person, and the date of the proposal.
A Table of Contents with page numbers.
A transmittal letter briefly stating the understanding of the work to be done, the commitment to
perform the work within the period, a statement of why the Agent believes it to be the best
qualified to perform the engagement, and that the proposal is an irrevocable offer for a stated
period of time (minimum 90 days).
A letter from the applying Agent's broker providing permission to reply to this RFQ. The letter
should be on the broker's letterhead.
Information about the Agent and/or team. Is the Agent local, national, or regional? Outline the
Agent's history, philosophy, and target market.
Provide the Agency's history and real estate experience for the previous three (3) years. Include
acquisitions, marketing, listings, sales, redevelopment projects, affordable housing initiatives, HUD
programs and regulations, government agencies, and institutional or non-profit clients. Distinguish
between the experience of the brokerage and the individual agent(s) assigned to DRLBA.

Provide references of at least three institutional clients (with phone numbers and contact
persons). If applicable, include reference contacts for local government or non-profit clients as
part of the references. The total number of references may exceed three.
A description of your understanding of the project objectives and outcomes, and how these will
be achieved.
Describe how you would approach the hypothetical scenario of acquiring a minimum of four
(4) previously unlisted parcels in a concentrated area or neighborhood.
If the proposal involves multiple agents or a team, provide a complete listing of all key
personnel who will be assigned to this project, their background, experience, qualifications,
roles and responsibilities, and availability.
Describe the anticipated level of coordination and support that will be required from DRLBA
staff and/or the Board of Directors.
WITHDRAWAL OF RFQ
Proposals may be withdrawn before the August 21, 2026, 5:00 pm RFQ submittal deadline by
submitting a written request to the Contact Person. Re-submittal before the RFQ submittal deadline
is permitted; however, they may not be re-submitted after the deadline.
RFQ COSTS
All costs incurred in the preparation and presentation of proposals to the RFQ shall be entirely
absorbed by the responding party to the RFQ. All documents submitted as part of the RFQ will
become the property of DRLBA. Requests for specific material to be returned will be considered.
Any material submitted that is confidential must be clearly marked as such.
COMPLIANCE WITH LAWS
The selected Agent agrees to be bound by applicable Federal, State, and Local laws, regulations,
and directives as they pertain to the performance of this contract.
AWARD BASIS
The final decision as to who will be included in the pool will be made on Tuesday, October 20,
2026, following completion of the evaluation and review process. the pool will be made on

RESPONDENT QUESTIONS
All questions regarding this solicitation must be submitted electronically through BidNet Direct no
later than August 5, 2026 @ 2:00 p.m. Questions submitted through any other channel will not be
accepted or answered. If necessary, written responses to these questions will be provided to all
firms holding Request for Qualifications by the date and time stipulated in the calendar of events.

POST RFQ ASSIGNMENT AWARD PROCESS
Upon finalization of the Qualified Agent Pool, DRLBA will use three different methods for
assignment of engagements. Assignments will be made by i) equal distribution of targeted
acquisitions, ii) designation of geographic territories, or iii) assignment by random lottery. The
methodology will be determined after finalization of the Qualified Agent Pool and prior to
assignments.
Selection to the Qualified Agent Pool does not guarantee the award of any contract or
assignment. DRLBA reserves the right to make assignments in its sole discretion based upon
project needs, geographic considerations, workload distribution, specialized expertise, or other
factors determined to be in the best interest of the Authority.
CONTRACTUAL DEVELOPMENT
Selection to the DRLBA Qualified Agent Pool does not guarantee the award of a contract, listing
assignment, brokerage engagement, commission opportunity, or minimum amount of work. DRLBA may
procure brokerage services on an as-needed basis. Assignments may involve individual parcels, multiple
parcels, portfolios, geographic areas, or specific projects. Brokerage services may be awarded on a parcel-
by-parcel, project-by-project, or transaction-specific basis in DRLBA's sole discretion. A separate
brokerage, listing, buyer-representation, or other agreement may be required for each assignment.
OTHER TERMS AND CONDITIONS
1. INDEPENDENT AGENTS
The successful Respondent and its agents, officers and employees shall act at all times in an
independent capacity during the term of the agreement and in the performance of the services to
be rendered, and shall not act as, and shall not be, and shall not in any manner be considered to
be agents, officers or employees of DRLBA.
2. ASSIGNMENT
Neither the agreement, nor any part thereof, shall be assigned by the successful bidder without
the prior written consent of the DRLBA, and DRLBA Board of Directors.
CONTRACT TERMS
Firms that are included in the Qualified Agent Pool are eligible to enter into an as-needed service
contract. DRLBA may terminate the contract upon written notice to the Agent.
PAYMENT TERMS
Agent shall be paid by commission as a real estate agent in accordance with the brokerage
agreement between the Agent's affiliated broker and DRLBA. Agent acknowledges and agrees that
DRLBA shall have no obligation to pay Agent directly and that Agent shall look solely to their
broker for payment of its commission from closed transactions only.

INFRINGEMENT AND INDEMNIFICATION
Any Broker entering into a binding agreement with DRLBA agrees to protect, defend, and hold
harmless DRLBA against any demand for payment for use of any patent materials, process, article,
or device that it may enter into the rendering of the necessary services. Furthermore, the selected
Agent agrees to indemnify and hold harmless DRLBA, their employees and DRLBA Board of
Directors from suits or actions of every nature and description arising out of, or in connection with,
the performance of this contract, or on account of any injuries or damages received or sustained by
a party or parties by or from any act of the selected agents, or their agents.
EQUAL OPPORTUNITY
