CIVIL ENGINEER/LANDSCAPE ARCHITECT DESIGN SERVICES

Arkansas Department of Veterans Affairs (ADVA) is soliciting responses from qualified consultants to provide basic professional civil engineering/landscaping architect design services as defined by the SAS/Division of Building Authority 22 CAR § 111- Minimum Standards and Criteria (MSC) for cemetery expansion and development located in North Little Rock, Pulaski County, Arkansas.
• Expansion of its crypts and oversized crypt burial area by adding 4,000-7,000 crypts and 200 +/- oversized crypts.
• Adding infrastructure to the property for 223 +/- acres including 10-30 columbarium niches, adding a road for expansion entrance, new fenceline from Maryland Avenue to Batesville Pike,
• Install water storage, irrigation, remote restrooms
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalist for interview in accordance with the MSC. The Agency reserves the right to award one or more contracts under this solicitation and to negotiate fees on a percentage basis, lump sum basis or an hourly not-to-exceed basis on individual project assignments as appropriate for the contemplated work.
The deadline for submitting detailed responses to this RFQ will be 12:00 PM CST, FRIDAY, MAY 22, 2026.
