NOTICE TO CONSULTING FIRMS REGARDING A REQUEST FOR QUALIFICATIONS
City of Gallatin Sidewalks, Curb and Gutter CDBG Public Improvements; Gallatin, Sumner County

The City of Gallatin, an Equal Opportunity/Affirmative Action Employer, seeks to retain the services of professional
engineering consulting firms to provide various engineering services related to the design, preparation of final
construction plans, and quantities for the City of Gallatin’s CDBG Public Improvements project; Gallatin, Sumner
County. The selected firm will provide preliminary engineering, advise on any potential acquisition of right-of-way,
and provide final engineering of sidewalk, curb and gutter improvements of Hawkins Avenue between Long Street and
Spencer Ave., Spencer Ave. from Hawkins to Joslin Ave., Joslin Ave. from Spencer Ave. to Duncan St., Duncan St.
from Joslin Ave. to Windsong development, and Magnolia St from West Carson St. to Chambers St., tying in to
existing sidewalk along Chambers St. The ultimate section would be two lanes, sidewalks and curb and gutter within
the existing right-of-way. The project includes construction and/or reconstruction of sidewalks, crosswalks, drainage
improvements, and ADA accessibility. This project shall adhere to all applicable Federal and State regulations and
requirements, including Davis-Bacon requirements. The professional consulting firms (the Prime) and all sub-
consultants must be on TDOT’s pre-approved list and the Prime must have unlimited status. Payment for services shall
be made based on work completed in each section of the scope of services. The scope of services will include, but may
not be limited to, the following:
Conduct the initial preliminary engineering and environmental investigations necessary for this project.
Conduct project survey and prepare Preliminary Plans.
Provide Right-of-Way Services as necessary
Prepare construction plans, construction estimate and bid documents, as necessary to contract the project
with general contractor.

To be considered, firms (or teams) must submit five (5) bound copies with a Letter of Interest and
“Statement of Qualifications” (SOQ) on 8 ½” x 11” sheets of paper and One digital pdf copy must be e-mailed to
brian.rose@gallatintn.gov and/or jim.carpenter@gallatintn.gov or provided on a flash drive to: Brian Rose, Planning
Department, City of Gallatin, 132 West Main Street Room 201, Gallatin, 37066 by on or before 4p.m. CDT,
Thursday, April 23rd 2026. The letter of interest and qualifications shall indicate the scope of services to be completed
by any sub-consultants. SOQs not conforming to the required format will be rejected.
The SOQ must include a letter expressing an interest to be considered for the project, must be no more than 10 pages
(including the letter of interest) and shall contain the following information:
1. Firm experience, credentials, and staff qualifications and availability. (30%)
2. Past experience in the required disciplines with TDOT, LPA, and other clients and demonstrated ability to meet
schedules without compromising sound engineering practices. (20%),
3. Project approach and timeline for this project. (25%)
4. Staff capabilities of the prime consultant. (25%)
The SOQs will be reviewed by a Consultant Evaluation Committee who will make a recommendation of the firm/team
based on the submissions. The City of Gallatin reserves the right to reject any and all SOQ’s, to waive any informality
in SOQ’s, and negotiate changes in the scope of services to be provided. All submitters will be advised when a
selection has been made.
