Request for Qualifications for Wastewater Collections Engineering Services

Project Description: City of Milwaukie (City) is seeking proposals from qualified and experienced businesses or individuals for multiple wastewater collection system projects over approximately six (6) years. Each project requested will contain varying levels of engineering services and disciplines to be completed by the selected proposer. Proposers should possess strong qualities in competency, communication, and timeliness. A description of services, disciplines, and projects are provided under Section 3 of this document.
City utilizes Euna Procurement for its eProcurement solution. Register or sign in to access the solicitation documents, be added to the distribution list for this solicitation’s automatic notices, and to submit a proposal electronically.

Proposals will be submitted electronically through the City’s Procurement Portal. Proposals will be received until 2:00 p.m. PST on Thursday, January 29, 2026, for the purpose of selecting a proposal who evidences the highest level of quality performance and technical competence. Proposals submitted after the deadline will not be accepted.
