Request for Qualifications for Open-Ended Service Agreement in Financial Advisory Services

The City of Brevard, North Carolina, a municipal body politic and corporate is soliciting qualifications from interested firms for the provision of open-ended Financial Advisory Services.

Brevard is a mountain community of approximately 8,000 permanent residents. Due to seasonal population increases caused by Brevard’s proximity to the Pisgah National Forest and the presence of two significant educational institutions in Brevard College and Brevard Music Center, Brevard’s portfolio is larger than its population suggests.

The City’s FY26 budget is approximately $28M, with approximately $20M of outstanding debt. It operates a full-service water/wastewater utility, police department and fire department. The City owns and operates 524 acres of parks and recreation facilities, with an additional 1.15 miles of greenways scheduled to come online in 2027. Brevard has no official CIP, but it estimates its ten-year capital improvement needs to exceed $100M in cost.

To meet these needs, the City expects to add bonds (GO, LOB, revenue) to its private placement and state-backed debt portfolio within the next five to eight years. Therefore, the City believes an ongoing relationship with a financial advisor is important and that financial advisors should be available to provide services in preparation for that addition and other times as necessary.
