The County of Sacramento ("County") Department of Airports ("Airports") is seeking Statements of Qualifications (SOQs) from a qualified firm, partnership, corporation, association, persons, or professional organizations as construction manager at-risk (“CMAR” or “Firm”) to reconstruct and rehabilitate Taxiways A, A3, and A13 at the Sacramento International Airport ("SMF").
Respondents interested in providing CMAR services will partner with the Department's Project Manager and Department’s Consultant Designer (RDM International, Inc.) to deliver the Project. As part of the Project team, the Construction Manager will be asked to provide input on schedule, phasing, constructability, cost and estimates, value engineering, and plan review throughout the design process. The Construction Manager will also be required to develop and submit to the Department one or more guaranteed maximum prices ("GMPs") for all labor, equipment, and materials to construct the Project.
The Department anticipates entering into a single contract (CMAR Contract) with the Construction Manager that contains a fee for preconstruction services (Phase 1) and sets forth an agreed-upon process for establishing one or more GMPs for the construction phase (Phase 2). If the Department accepts the GMPs, the Department will issue a Notice to Proceed to commence Phase 2. If the GMPs are not accepted by the Department, the Department reserves the right to terminate the CMAR Contract at the completion of Phase 1.
