    CONSTRUCTION MANAGEMENT SERVICES
    The Marion County Public School District is requesting statements of qualifications
    (proposals) from Construction Managers in the State of Florida already pre-qualified
    by The Marion County Public School District or that will be pre-qualified by the
    time selection is made concerning this request.
    Pursuant with Section 287.055, Florida Statutes, the "Consultant's Competitive
    Negotiations Act" (CCNA), Section 287.057 (24) Florida Statutes, and Section 1013.45
    Florida Statutes, The District is requesting that all Construction Managers that meet the
    above requirements to provide the following professional services:
    PRE-CONSTRUCTION SERVICES, BIDDING, CONSTRUCTION OF PROPOSED
    BUILDINGS AND/OR RENOVATIONS AND/OR REMODELING OF EXISTING
    BUILDINGS AND STRUCTURES, CONSTRUCTION MANAGEMENT OF THE
    PROJECT, AND OF THE CLOSE-OUT PROCESSES, AND ANY ADDITIONAL OR

    GENERAL INFORMATION
    Marion County Public School District desires to construct a new 950-student station
    Elementary School to replace the existing school and combine Belleview Elementary
    and Belleview-Santos Elementary at one campus. The following information is being
    made publicly available to all pre-qualified Construction Managers for informational
    purposes, so that they may better understand the requirements necessary to be
    awarded this project.
    * The mandatory pre-bid meeting will be held Thursday, April 30, 2026 at 10:00 AM.
    The Mandatory Pre-Bid Meeting will be held in the Purchasing Department
    Conference Room, 2091 NE 35th Street, Ocala, Florida 34479. Failure of vendor to
    attend the mandatory pre-bid meeting will result in ineligibility to participate in this
    RFQ.
    * Contractors will be expected to sign the District's Standard Construction
    Management Agreement, which is available on the Facilities Department Forms
    page of the Marion County Public Schools website. A direct link to this page can be

    * Contract negotiations will take place after determination of the highest-ranking firm
    is finalized and the Board approves the District to proceed. These negotiations will
    consist of establishing a set fee for services as well as timelines for construction
    duration dates.
    * Any firm desiring to provide services to the School Board must already be pre-
    qualified by the School Board and qualified pursuant to law and the School Board
    regulations at the time of the statements of qualifications.
    * The selection process for this RFQ will abide by the 2026 Construction
    Management Services (RFQ) Selection Process Manual, which can be found on the
    Facilities Forms page of the Marion County Public Schools website. A direct link to

    * The Marion County Public School District reserves the right to conduct or not
    conduct public presentations in accordance with the CCNA Section 287.055,
    Florida Statutes. These presentations are not open to the public and will be
    recorded in compliance with F.S. 286.0113
    * Pursuant to Florida Statute Section 287.057(25), respondents to this solicitation or
    persons acting on their behalf may not contact, between the release of the
    solicitation and the end of the 72-hour period following the agency posting the
    notice of intended award, excluding Saturdays, Sundays, and state holidays, any
    employee or officer of the executive or legislative branch (i.e., Marion County
    School District) concerning any aspect of this solicitation, except in writing to the
    purchasing specialist (Garrett.Mccallum@marion.k12.fl.us) or as provided in the
    solicitation documents. Violation of this provision may be grounds for rejecting
    a response.

    INSTRUCTIONS
    F irms desiring to provide professional services for the above-described project(s) shall
    submit a qualifications submittal through the VendorLink portal. This submittal shall
    include the following:
    * A letter of application
    * Proof of insurance
    * Proof of licensure
    * Letter of bondability from a surety company
    * Proof of Minority, Women-Owned, Veteran-Owned, or Small/Disadvantaged
    Business status (if applicable)
    * Joint Venture documentation (if applicable)
    * Professional reference letters for at least 3 school projects where construction
    management services by the firm were provided. There is no specific format
    these reference letters need to be.
    * A response to all criteria listed in the 2026 Marion County Public Schools
    Construction Management Services Request for Qualifications (RFQ) Manual,
    particularly the criteria listed under Step 1 on pages 4 - 6
    Submittals must not exceed 20 pages, including the items listed above. Covers, tabs,
    and table of contents pages will not count towards the 20-page limit.
    All applicants must be licensed to practice their profession in the State of Florida at the
    time of application, and the proposal shall include evidence of same. Corporations
    must be registered to operate in the State of Florida by the Department of State Division
    of Corporations at the time of application.
    General Liability and Auto Insurance will be required for each contracted project in the
    minimal amount of $1,000,000 for each type of coverage, along with Worker's Comp
    Insurance (statutory limits), and will be provided as a part of basic services.
    The selection committee reserves the right to reject any and/or all submittals received
    pursuant to this request for qualifications as it is determined to be in the best interest of
    the Marion County Public School District. All materials submitted shall become the
    property of the Marion County Public School District and will not be returned. Costs for
    developing submittals in response to this request for qualifications are entirely the
    obligation of the applicant(s) and shall not be chargeable in any manner to the Marion
    County Public School District.

    FACILITIES DEPARTMENT CONSTRUCTION PROJECT SCOPE
    Project: Belleview Elementary School Replacement
    Project # 26-100
    Request: Construction Management At Risk Services
    Summary:
    Marion County Public School District desires to construct a new 950-student station
    Elementary School to replace the existing school and combine Belleview Elementary and
    Belleview-Santos Elementary at one campus. The design of the new school building is a
    re-use of the prototype the District has used to construct Ross Prairie and Winding Oaks
    Elementary Schools. Two existing buildings will remain and be renovated within this
    scope. These two buildings will house approximately 320 student station and are about
    9,000 sf each. The new school building is expected to be approximately 127,000 sf on
    the 14.98-acre lot and will be two stories. Included are several additional buildings that
    will house the CEP, PE facilities, a covered play court, as well as playgrounds, bus loop,
    parent drop-off and pick-up loop, parking and covered walkways.
    The tasks expected of the Construction Managers will consist generally of the following
    but will be detailed in the actual contract. A general list of the items included in the basic
    construction project scope follows:
    1. Provide construction management services to construct the new elementary
    school consisting of grades Pre-Kindergarten through 5th grade; including a media
    center, cafeteria with stage, and an administration suite with a clinic and guidance
    offices.
    a. Construction shall include demolition of the existing buildings 1, 4, and 7.
    b. Renovation of buildings 8 and 9 that will remain.
    c. Construction may include site work, paving and utilities changes as
    necessary to service the buildings.
    d. Site work may include modifications or construction of hardscapes, sewer
    system, and storm drainage systems with on-site storm water retention. The
    site shall include parking, bus loop, parent pick-up and drop off loop, truck
    access for cafeteria deliveries, play areas, and PE fields.
    2. Review the location of the project with respect to transportation, access, debris
    disposal, handling and storage of materials, availability and quality of labor,
    availability of water and electric power; availability and condition of roads, work
    area, seasonal conditions, and the project area as a whole.

    3. Review information provided regarding subsurface conditions and request or
    provide additional subsurface testing as deemed necessary.
    4. Assist the Design Professionals in locating existing utility services and drainage
    facilities.
    5. Determine the necessity for relocating or temporarily interrupting any utilities
    during the performance of the construction work. Incorporate any such relocation
    or interruptions in the project schedule.
    6. Perform constructability, value engineering, and quality assurance reviews of the
    Construction Documents as they are developed by the Design Professional
    through the various design submission phases.
    7. Produce budget estimates in increasing detail throughout the design phases to
    such point that a guaranteed maximum price for the project can be developed. The
    cost of the work will be delivered as a guaranteed maximum price and shall include
    all expected cost aspects related to construction.
    8. Produce a Master Project Schedule which will include an anticipated time
    framework for design, procurement, construction, and Owner occupancy of the
    project. Provide a detailed Construction Schedule consistent with the Master
    Project Schedule that will be approved by all parties.
    9. Provide all Construction Phase services including supervision of the work, cost
    control, quality control, schedule maintenance, and enforcement and all required
    reporting as defined in the Contract Documents for Construction Management
    Services.
    10.Keep the District updated on schedule, setbacks or any changes as soon as
    possible.
    11.Establish open communication and respond timely to District staff
    12.Provide all Project Closeout and Post Construction Services as required by the
    contract.
    13.Include preparatory renovation efforts at the old Lake Weir Middle School to
    prepare the school as the swing school to relocate students from Belleview
    Elementary for school year 2027-2028. Assist with moving staff and equipment to
    the swing school location.

    14.The project schedule calls for the completion of bid documents by fall of 2026 and
    permit documents by December of 2026; and the completion of construction by
    July 2028 for the start of the school year 2028-2029. The selected Construction
    Management firm will be expected to execute the District's Standard Construction
    Management Agreement with a three (3) week period from notification of the
    selection. The 3-week period includes the negotiation of fees. A copy of the

    15.The construction budget is set at $47 million for the new construction and includes
    buildings and site work, $3.6 million for the renovation of the two existing buildings,
    and $1 million for the preparation of the swing school location including the
    assistance with moving.
    16.The construction timeframe is set in phases:
    a. January 2027 - construction may start on the CEP building and
    cafeteria/food service section - work on occupied campus
    b. June/July 2027 - preparation of old Lake Weir Middle, relocation of staff
    and equipment
    c. June/July 2027 - demolition of buildings 1, 4, 7 - after all equipment has
    been moved to the swing school
    d. July 2027 to June 2028 - remainder of new construction and renovation of
    two existing buildings - campus not occupied by students
