Little Rock Port Authority
Request for Qualifications – Construction Management Services
The Little Rock Port Authority requests qualifications from firms interested in providing professional Construction Management services regarding construction of a rail-to-truck transload facility, plus two 30,000 sf warehouses, along with necessary site improvements. Project includes NEPA studies and clearance, engineering design services, construction of 5300 feet of track and 5 turnouts, installation of a fall arrest system, rail scales, construction of an access road, and application of a Class 7 aggregate base course for the yard itself. Statements of Qualifications from interested parties are to be addressed to the Little Rock Port Authority, attention Marsha Guffey, 10600 Industrial Harbor Drive, Little Rock, AR 72206. Statements of Qualifications must be received on or before 10:30 am CST Tuesday, December 2, 2025.
Services will be required for pre-construction and construction activities to include: design review, scheduling, cost control and value engineering, constructability evaluation, advice regarding dividing the project into more than one contract, preparation and coordination of bid phase documents, and construction administration and supervision.
Firms will be required to demonstrate their qualifications as to education, experience, and credentials and present a proposed project action plan. Firms must be familiar with Federal, State, and Local policies and procedures pertaining to the project, which is funded in part by the Federal Railroad Administration.
