REQUEST FOR QUALIFICATIONS (RFQ)
CONSULTANTS
The Town of Hempstead (Town) Department of Planning & Economic Development administers a U.S. Department of Housing and Urban Development (HUD) funded Community Development Program through the Nassau County Urban County Consortium.
The Town seeks proposals from qualified Community Development Consultants for general consulting contract related to the Community Development Block Grant Program.
The selected firm(s) will be the consultant to the Town of Hempstead and be called upon on an as-needed basis.
Those parties interested in submitting a proposal must indicate experience in the following categories:

• Preparation of grant applications
|
|
|
• Experience in community development
|
|
|
grant administration
|
|
|
• Experience with urban renewal projects
|
|
|
• Planning experience
|
|
-
Experience with federal, state and local agencies

Understanding of fee schedules
The selected firm(s) will have a contract for one (1) year upon approval by the Town Board. The contract will include an option for the Town, in its sole discretion, to extend said contract for an additional year. The option shall not be deemed a renewal or extension, but part of the original contract.
The Town reserves the right to reject any or all proposals and may request further information from respondents. All submissions will be the property of the Town and are subject to public disclosure to extent of the New York State Freedom of Information Law (FOIL).
Note: A multiplier is not to be included in calculating the cost of professional services but should be factored into the hourly rates.
Four copies of your proposals are to be received at 200 North Franklin Street, Hempstead, NY 11550 no later than 4:00 PM on Friday, September 26, 2025.
The following information shall be included in fee schedule:

Name if organization with names and address of all principals

Specific staff available along with resumes

List of applicable work experience within Nassau and Suffolk counties and references
